Leads end-to-end Oracle HCM Cloud payroll technical delivery, including data conversion, integrations, solution architecture, reconciliation, security alignment, testing, cutover, and deployment. Directs technical teams, partners with functional and deployment teams, manages client engagement, and ensures audit-ready traceability across legacy payroll and Oracle results. The role requires expertise in HDL, HCM Extracts, OIC, Fast Formulas, web services, federal security standards, large-scale payroll migration, and regulated government implementations.

Lead Oracle HCM Cloud payroll functional consulting, including global payroll configuration, payroll cycle execution, costing, integrations, testing, production support, defect resolution, and balance corrections. Develop functional documentation, ensure end-to-end traceability, support client stakeholders in regulated environments, and lead small hybrid-delivery teams. The role requires Oracle Payroll Cloud certification, U.S. citizenship, eligibility for a government security check, and travel up to 10%.

Provide federal recruitment and staffing support within a shared services model: conduct job analyses, write and post vacancy announcements in USA Staffing, review applications for eligibility and qualifications, prepare certificates of eligibility, coordinate offer and onboarding steps, ensure compliance with OPM/HHS/FDA policies, and respond to applicant and stakeholder inquiries.

Provide end-to-end federal recruitment and staffing support including job analyses, writing and posting vacancy announcements, assessing applications, issuing certificates, coordinating offers and pre-appointment requirements, ensuring compliance with OPM/HHS/FDA policies, responding to applicants and stakeholders, and maintaining case files and records.

Support centralized workforce planning for a federal client: forecast and report staffing needs, recruit and manage talent, perform strategic planning, collect/analyze workforce data, and produce reporting. Must work hybrid near Rockville, MD, obtain/maintain Public Trust clearance, and be a U.S. citizen.

Provide expert federal position classification and position management support: write and evaluate position descriptions, conduct audits, apply OPM standards and FDA hiring models, complete FES/FLSA/OF-08 documentation, advise managers, and analyze organizational structure for efficiency.

Manage and oversee HR-related task orders for a federal client, supervising contract personnel, allocating resources, tracking performance, cost and budgets, and interfacing with client sponsors to ensure project objectives and compliance with policies.
