The role requires client-facing consulting, security and file-transfer knowledge, regulated-environment experience, U.S. citizenship, government security-check eligibility, and up to 10% travel.

Supports federal payroll and HR requirements workshops, translates Title 5 and Title 38 rules into functional and technical designs, and develops workflows, fit-gap documentation, configuration workbooks, data mappings, and SIT/UAT scenarios. The consultant works under senior payroll leads in a regulated, client-facing government consulting environment and may support Oracle Cloud HCM configuration, payroll migrations, defect triage, and federal reporting requirements.

Leads end-to-end Oracle HCM Cloud payroll technical delivery, including data conversion, integrations, solution architecture, reconciliation, security alignment, testing, cutover, and deployment. Directs technical teams, partners with functional and deployment teams, manages client engagement, and ensures audit-ready traceability across legacy payroll and Oracle results. The role requires expertise in HDL, HCM Extracts, OIC, Fast Formulas, web services, federal security standards, large-scale payroll migration, and regulated government implementations.
