Owns the full bid lifecycle from opportunity identification through contract award. Leads multidisciplinary bid teams, develops strategies, coordinates timelines, reviews commercial and technical submissions, writes proposal content, manages tender presentations and client clarifications, and ensures governance compliance. The role also drives continuous improvement by gathering feedback and sharing bid best practices across civil engineering and infrastructure opportunities.

Leads people and culture strategy, employee experience, engagement, inclusion, wellbeing, employee resource groups, reward and benefits, people insights, governance, and culture change. Coordinates engagement surveys, salary reviews, pay transparency, gender pay reporting, workforce planning, succession planning, and HR process improvement. Partners with recruitment, HR business partnering, HR systems, learning, and talent teams to support retention, compliance, and business performance.

Provides administrative and operational support on construction projects, including document control, access system administration, invoice and delivery docket approvals, visitor reception, inductions, office supplies, stakeholder coordination, social value reporting, audit preparation, and project closeout. Requires strong communication, Microsoft Office proficiency, organization, multitasking, and prior administration or project coordination experience. Occasional travel to other projects or head offices may be required.

Supports office administration by managing client systems, scheduling and progressing tasks, maintaining records and files, and creating Excel spreadsheets. The role requires strong organization, communication, interpersonal, prioritization, and multitasking skills, with the ability to work independently and collaboratively while meeting deadlines.

Develops, coordinates, and reviews civil and utility designs for major water and wastewater infrastructure projects. Leads design delivery from contract award through construction, ensuring compliance, buildability, approvals, risk management, constructability, dimensional accuracy, and programme readiness. Supports technical queries, value engineering, BIM workflows, document control, and stakeholder engagement while coordinating internal and external designers.
