The Chief Human Resources Officer leads the organization’s people strategy and HR operations, advising executive leadership and the board. Responsibilities include workforce planning, recruitment, employee relations, compensation and benefits, compliance, performance management, organizational development, training, HR metrics, vendor oversight, budgeting, and HR team leadership. The role ensures legally compliant, equitable employment practices and supports culture, engagement, retention, and organizational effectiveness across agency locations.

Oversees biweekly payroll processing, time and attendance systems, employee data changes, deductions, reports, and payroll maintenance. Coordinates benefits enrollment, vendor billing, retirement eligibility, open enrollment, employment verifications, HR records, employee agreements, and administrative support. Maintains confidentiality, responds to basic policy questions, and escalates issues appropriately.

Provides agency-wide operational leadership across projects, technology, facilities, safety, security, contracts, vendors, risk management, and organizational infrastructure. Oversees workflows, budgets, IT support, technology assets, facilities, leases, procurement, and business continuity. Leads cross-functional initiatives, supports organizational change, advises the CEO and executive leadership, manages vendors and contractors, and ensures operational compliance and continuity across multiple locations.
