Perform advanced GIS analysis, design, development, customization, installation and training of CAD/GIS/database applications. Support route surveys, route development, and geo-code time points, stops, routes and patterns to ensure geospatial data flows from scheduling to AVL systems. Manage basemap acquisition, enforce enterprise geospatial data standards, produce ADA in-vehicle announcements, and coordinate deployment/integration of spatial applications. Provide occasional project leadership and represent the authority on GIS issues.

Oversees and administers rail car maintenance operations, including preventive and proactive maintenance programs, staffing, budgeting, material control, safety and training, and emergency command. Acts as deputy to General Superintendent and performs high-impact operational duties.

Provide legal representation for the Authority in mediation, arbitration, and litigation (including motor vehicle, premises, police-related, workers' compensation, employment, and civil rights claims); prepare pleadings and legal documents; represent the Authority before courts and agencies; assist adjusters with claim assessment; conduct investigations; research and draft legal opinions; negotiate settlements; pursue cost recovery; and supervise paralegals, interns, and externs.
