Manages HRIS operations, implementations, upgrades, integrations, data integrity, security, reporting, and user access. Oversees testing, data conversions, technical issue resolution, payroll validation, and process automation. Provides advanced HR data analysis and serves as the liaison between HRIS and departments including payroll, benefits, recruiting, compensation, legal, and risk management. Leads departmental HRIS initiatives and supports system efficiency improvements.

Supervises workers' compensation claims adjusters while managing complex and litigated claims. Provides technical guidance, reviews claim files, oversees compliance and performance metrics, coordinates medical management and return-to-work strategies, supports staff development, and handles escalated issues involving clients, vendors, attorneys, and other stakeholders.

Provides legal representation for the Authority and its employees in mediation, arbitration, hearings, trials, agency proceedings, and state and federal litigation. Handles employment, workers’ compensation, civil rights, and other claims; prepares pleadings and legal documents; conducts investigations; advises stakeholders; researches and drafts legal opinions; negotiates settlements; and supervises paralegals, interns, and externs.
