Supervises asset management staff and oversees workload planning, portfolio monitoring, compliance workflows, quality assurance, reporting deadlines, staff development, systems improvement, and regulatory processes for a multifamily housing portfolio. The role coordinates with internal departments, external partners, and peer leadership; manages risk assessments and troubled assets; supports audits and corrective actions; delivers training; and escalates significant operational or compliance issues.

Administers HEAP and LIAP energy assistance programs by training and monitoring vendors, processing benefit payments and returns, reviewing compliance, updating applications, resolving issues, supporting fair hearings, and providing technical guidance to consumers and partners. Maintains program documentation, monitors sub-grantees, researches discrepancies and fraud referrals, and coordinates with finance and community action agencies.

Performs fiscal tracking, billing, payment processing, budget reconciliation, contract preparation, grant reporting, and compliance support for state and federal housing and energy programs. Maintains subgrantee financial records, follows up on documentation, processes wire payments, assists with monitoring reviews, and coordinates with Finance and program staff. The role requires accounting knowledge, strong organizational and communication skills, Microsoft Excel proficiency, and occasional travel.

Manages troubled residential loans, including collections, loss mitigation, bankruptcy, foreclosure, property preservation, title resolution, and default-servicing compliance. Supervises and develops staff, guides workout strategies, monitors servicers and partners, reviews financial activity, prepares risk and gain/loss reports, interprets regulations, and represents the organization in mediation, trials, and bankruptcy hearings. Requires mortgage banking or real estate experience, regulatory knowledge, financial analysis skills, and management or coaching experience.

Provides legal counsel to MaineHousing on affordable housing transactions, commercial lending, real estate, contracts, regulatory compliance, litigation, and agency hearings. Prepares and negotiates loan, security, tax credit, construction, and organizational documents; conducts closings; manages post-closing matters, ownership transfers, restructurings, and refinancings. Advises agency leadership and staff, researches laws and regulations, represents MaineHousing when needed, and collaborates with developers, investors, lenders, agencies, and other partners.
