The Human Resources Manager leads daily HR operations for a multi-site, unionized workforce. Responsibilities include employee and labor relations, investigations, collective bargaining support, onboarding, compensation and classification, HR compliance, leave and workers’ compensation support, HR technology improvements, and supervision of HR staff. The role coaches managers, interprets policies and labor agreements, partners on recruitment, administers onboarding requirements, and supports equitable, legally compliant workplace practices.

Supports Head Start and preschool programs by assisting with classroom activities, child supervision, field trips, bus transportation, kitchen duties, cleaning, recordkeeping, safety procedures, and parent communication. Works with developing children and children with special needs across classrooms, centers, and bus routes. Attends required training, staff meetings, and parent activities.

Supports Head Start and preschool programs across classroom, bus, kitchen, and custodial activities. Assists teachers with lessons, child supervision, field trips, cultural activities, meals, and classroom organization. Helps ensure bus safety, maintains records, communicates with families, performs kitchen preparation and inventory tasks, and completes cleaning duties. Works with developing children and children with special needs while attending required meetings and training.

Performs routine to moderately difficult accounting tasks including accounts payable/receivable, journal entries, reconciliations, financial statement preparation, fixed asset and fund maintenance, budget analysis, internal audits, and providing technical guidance to accounting support staff. Works with other departments to resolve accounting issues and compiles periodic financial reports and special studies.

Coordinate departmental strategic initiatives, grant-funded projects, budgets, procurement, and fiscal setup. Serve as liaison to Finance, monitor KPIs, produce reports/dashboards, support the Director and cross-departmental operations to ensure timely project execution and compliance.

Coordinate day-to-day weatherization program operations, supervise staff, manage intake-to-billing workflows, ensure documentation and funder compliance, support billing and reporting, resolve client issues, and improve processes to maintain audit-ready records and equitable service delivery.

Provide full-spectrum HR support including recruitment, onboarding, HRIS data entry, performance management, benefits and leave administration, employee and labor relations, compliance reporting, and HR program coordination. Maintain personnel records, produce workforce analyses, manage pre-employment checks, support managers, escalate complex issues, and may supervise staff while traveling between sites.

Provide classroom, bus, custodial, and kitchen support for Head Start/Early Head Start programs. Assist teachers with activities, supervise meals and bus safety, perform light cleaning, maintain records and inventory, and complete required trainings and certifications.

Supports the Human Resources office by performing basic administrative duties, assisting with recruitment, benefits, and employment-related tasks while providing service to customers.

Performs moderately complex accounting and financial analysis for the Weatherization program, including account maintenance, reconciliations, budget monitoring, grant and program reporting, preparing journal entries, and providing technical guidance to staff to ensure compliance with GAAP and federal/state funding requirements.
