Develops and enhances Oracle EBS asset, financial, and logistics modules for Defense Logistics Agency programs. Builds integrations, RICE-FW interfaces, conversions, reports, and automation for capitalization, depreciation, valuation, and accounting processes. Supports testing, troubleshooting, reconciliation, audit traceability, technical documentation, and data mapping. Collaborates with functional SMEs on A2R requirements and process flows while integrating Oracle EBS with external asset and logistics systems.

Leads enterprise architecture, systems engineering, integration, and modernization of Oracle EBS and Fusion Cloud ERP for Defense Logistics Agency financial and asset lifecycle processes. Designs USSGL, A2R, capitalization, data models, interfaces, and external logistics integrations. Ensures auditability, DoD compliance, reconciliation, performance, and traceability across asset accounting systems. Guides development, testing, DevSecOps, Agile/SAFe adoption, and audit readiness.

Manages the full federal IT proposal lifecycle, including capture strategy, team coordination, compliance, content development, scheduling, risk management, bid/no-bid analysis, and submission deadlines. Supports business development through federal market research, CRM opportunity tracking, agency engagement, partnerships, and growth planning. Requires extensive Federal Government contracting, proposal writing, procurement strategy, and leadership experience.

Analyzes financial and ERP data using statistical analysis, data mining, predictive modeling, and advanced algorithms. Supports Oracle financial shared services, data conversion, business continuity, disaster recovery, and contingency planning. Develops analytical outputs that improve agency KPIs and identifies trends and business opportunities. Requires collaboration with systems, network, hosting, and disaster recovery teams, plus participation in COOP exercises and Oracle environment upgrades.

Leads business process reengineering and modernization projects for Defense Logistics Agency initiatives. Responsibilities include process mapping, data modeling, requirements analysis, stakeholder interviews, change management, training, methodology development, performance measurement, and quality improvement. The specialist collaborates with process, product, development, and functional owners to define system requirements, user stories, business rules, and acceptance criteria while tracking project risks, issues, milestones, and deliverables.

Designs and executes integration, acceptance, system, regression, end-to-end, performance, and automated software tests. Develops test scripts, frameworks, test data, and documentation; analyzes security and evaluates results against requirements and design. Integrates automated testing into CI/CD pipelines and maintains test cases using tools such as Selenium, Cypress, Appium, or Robot Framework. Requires five or more years of testing and automation experience, relevant technical certification, and IT-II clearance or current NACLC.

Develop and integrate production AI/ML capabilities into Oracle E-Business Suite on OCI for federal financial management. Build NLP and document-processing solutions, REST API integrations, ML lifecycle workflows, cognitive performance metrics, and data-mining capabilities. Participate in SAFe Agile delivery, author user stories, support DevSecOps integration, resolve technical impediments, and contribute to transition and knowledge-transfer materials. The role requires collaboration with architecture, product, and government teams in a cleared defense environment.

Edits, rewrites, proofreads, and formats technical documentation and customer deliverables. Creates executive-level PowerPoint presentations, graphics, manuals, reports, and instructional materials. Maintains SharePoint sites, document repositories, and knowledge management systems. Supports document tracking, information organization, quality control, dissemination, stakeholder communications, and process improvement for the Defense Logistics Agency.

Develops interactive data visualizations from ERP transactional and analytical data to support strategic and tactical mission objectives. Gathers requirements, designs enterprise visualizations, creates medium-complexity queries and stored procedures, and works iteratively with stakeholders using agile methods. The role requires experience with Qlik, SAP Lumira, Tableau, D3, HTML, JavaScript, and custom or commercial visualization interfaces, along with an IT-II clearance or current NACLC.
