Conduct public policy, economic, fiscal, spatial, and budget analysis for urban clients. Perform qualitative research, stakeholder engagement, power mapping, community surveys, and focus groups. Develop policy recommendations, reports, presentations, proposals, and marketing materials. Support transitions for newly elected leaders and help advance racial equity, economic justice, and inclusive urban development initiatives.

Provides executive support to Dallas-based Partners while managing daily office operations. Responsibilities include calendar and travel coordination, meeting and event logistics, vendor and facilities management, office supplies, onboarding and offboarding, expense tracking, partner communications, and staff engagement activities. The role also supports special projects, office offsites, presentations, and leadership follow-up. It is based in the Dallas office at least four days per week, with occasional travel to other offices.

Leads complex advisory engagements for public-sector, philanthropic, and nonprofit clients focused on homelessness prevention, housing security, and inclusive cities. Responsibilities include translating policy goals into implementation strategies, managing multidisciplinary teams and budgets, advising senior leaders, overseeing analysis and deliverables, mentoring staff, engaging communities, and supporting business development. The Principal also helps shape HR&A’s homelessness practice and expand its client base.

The Director will lead multiple Inclusive Cities consulting projects, managing work plans, budgets, analytical teams, client relationships, and deliverables. The role will also develop new practice areas, methodologies, and partnerships; support transition and talent practices for local governments; represent the firm externally; and mentor staff. Candidates should bring substantial experience in government, urban planning, economic development, public policy, housing, real estate, nonprofit management, or related consulting, along with strong leadership, writing, presentation, and client-management skills.

The Director of Marketing and Communications will lead communications and marketing efforts, overseeing external and internal communications, marketing initiatives, and vendor relationships while supporting business development and brand visibility.

Support HR&A Labs by performing geospatial and economic data analysis, building interactive dashboards and web tools, maintaining data systems, and contributing to client-facing deliverables. Work includes procuring/cleaning large datasets (census, PUMS), prototyping products with AI tools, and gradually owning analytics workstreams.
