Provides operational support to the CFO Directorate by managing workforce planning, recruitment approvals, contract extensions, performance monitoring, forecasting, procurement, and business improvement initiatives. The role coordinates with HR, Finance, Facilities, Communications, and other corporate functions, resolves operational queries, supports governance and leadership meetings, and contributes to change initiatives. Strong organization, analysis, stakeholder management, project management, and Microsoft Office and Oracle ERP skills are required.

Supports enterprise and programme risk management across HS2, including qualitative and quantitative risk analysis, cost and schedule modelling, risk mitigation, reporting, and contingency assessment. Develops risk policies, processes, standards, and quantitative risk models; advises stakeholders and leaders; collaborates with project controls, planners, cost managers, and supply chain partners; and supports risk-related decision-making and team performance management.

Provides operational leadership and support to the PMO Department, managing business and workforce planning, financial forecasting, performance reporting, recruitment approvals, communications, governance, procurement, and continuous improvement projects. The role coordinates with senior leaders and corporate functions, resolves operational issues, monitors budgets and resources, supports governance frameworks, and ensures effective delivery against business plans.

Integrates assurance controls across Commercial, Finance, Project Controls, Risk, and Counter-Fraud functions; advises stakeholders and supply-chain partners; monitors regulatory developments; and drives continuous improvement. The role also supports strategic objectives, develops guidance and training, and ensures clear assurance accountabilities across the Three Lines of Defence.

Leads enterprise risk management for HS2, including risk strategy, policies, processes, reporting, analytics, assurance, governance, mitigation planning, and stakeholder advice. The role advises executives and the Board, embeds risk practices across a complex major-programme environment, manages risk systems and data quality, and leads a distributed risk and opportunity team.

Supports enterprise and programme risk management across HS2, including developing policies, processes, standards, quantitative risk assessments, and mitigation strategies. Builds and statistically models cost and schedule risk exposures, produces reporting and scenarios, informs financial forecasts and contingency decisions, and advises project, programme, finance, planning, cost, and supply chain stakeholders. Lead HS2 Command, Control and Signalling contracts from design through installation, testing, and commissioning. Manage contractors, integrated teams, schedules, budgets, risks, interfaces, and quality under NEC3 conditions. The role requires experience delivering high-value, complex railway signalling projects, managing multidisciplinary and matrixed teams, and coordinating external suppliers across the project lifecycle.

Manage the delivery of HS2 Command, Control and Signalling contracts from design through installation, testing, and commissioning. Lead integrated teams, manage contractors, control time, budget, scope, quality, risks, schedules, and interfaces, and ensure integration with HS2 and Network Rail projects. The role requires experience delivering high-value, complex signalling projects and working under NEC3 conditions.

Responsibilities include managing budgets, actual costs, forecasts, cost variance analysis, Earned Value Management, Estimate at Completion reporting, and validation of delivery-team cost data. Advanced Excel, project-controls knowledge, and experience with cost-management systems such as Prism or Ecosys are required.
