Gather, analyze, and document business and functional requirements; translate needs into functional specifications and user stories; liaise between stakeholders and technical teams; support solution design, testing (including UAT), and Agile ceremonies; maintain functional documentation, process flows, and requirements traceability; identify process improvements and collaborate with development and QA across the SDLC.

Develop and maintain .NET applications (4.8 and 6+), design cross-platform architectures, troubleshoot incidents, work with MS SQL, containers (Docker/Kubernetes), use DevOps tools (Jenkins, SonarQube, BitBucket/Git, Gitflow), apply application security practices, and collaborate in Agile teams.

Maintain and evolve a critical public administration operational information system. Develop and maintain .NET applications, integrate SOA/APIs/WebServices with databases, implement GIS features (OpenStreetMap/ESRI), and deliver cross-platform components. Work in Agile teams, troubleshoot incidents, and ensure system reliability and performance.
