Develops and validates workforce competency models, behavioral indicators, proficiency standards, job-task analyses, and skills-based assessments for a federal intelligence agency. Conducts competency-gap analyses, maps competencies to roles and career paths, analyzes assessment data, and provides workforce-planning, talent-management, and succession recommendations. Communicates findings to agency leaders and stakeholders while aligning models with federal and Intelligence Community frameworks. Requires expertise in industrial-organizational psychology, psychometrics, workforce strategy, and an active TS/SCI clearance with current polygraph.

Lead an integrated federal Human Capital program supporting an intelligence agency. Manage customer relationships, staffing, subcontractors, contract performance, quality assurance, finances, operations, transitions, and geographically dispersed HR teams. Provide executive briefings, strategic guidance, process improvements, organizational change leadership, and responsible AI adoption. The role requires active TS/SCI clearance with current polygraph and daily onsite presence in Springfield, Virginia.

Provides independent federal HR support across staffing, classification, benefits, employee relations, information systems, and policy development. Serves as a project lead, collaborating with stakeholders to implement project objectives and deliver HR services for current or future federal government clients.
