Provides internal financial auditing, risk assurance, technical financial analysis, and consulting services for a municipality. Responsibilities include planning and managing audit projects, evaluating controls and findings, reporting recommendations, supporting senior audit management, maintaining audit documentation, and coaching stakeholders. Level II independently handles complex audits, supervises audit teams, and evaluates project value. Requires a relevant bachelor’s degree, SAICA articles, relevant experience, computer literacy, and a valid driving license.

Supports project administration by coordinating consultants, records, databases, meetings, document control, budgets, expenditures, research, funding proposals, and multidisciplinary project teams. Monitors financial closeout processes and prepares expenditure reports while providing organized project assistance and maintaining accurate information.

Leads the municipality’s Legal and Compliance Directorate, overseeing litigation, legal support, employment law, legislative drafting, municipal courts, prosecution, contract management, compliance, budgeting, personnel performance, and strategic planning. Provides legal and strategic advice to municipal leadership while ensuring effective, ethical, accountable, and compliant legal services across the organization.

Develops and administers municipal policy, strategy, legislation, strategic budgeting, and socio-economic research. Responsibilities include reviewing integrated development plans, preparing development frameworks, analyzing statistical and community data, managing complex projects, supporting strategic advocacy, maintaining information systems, communicating findings, and collaborating with government, research organizations, stakeholders, and consultants.
