Supports NAVSEA 08 and Naval Reactors projects involving nuclear shipbuilding, maintenance, cost performance, contract oversight, supply chain issues, and workforce planning. Reviews project budgets, schedules, contractor data, Earned Value Management metrics, and contract compliance. Prepares cost analyses, reports, correspondence, Field Modification Requests, and Notifications of Changes. Coordinates with shipyards, SUPSHIP, government stakeholders, and technical teams while providing on-site waterfront and acquisition support.

Supports NAVSEA 08 project management for nuclear shipbuilding and maintenance programs. Reviews budgets, schedules, contracts, cost estimates, EVM metrics, contractor data, and material procurement activities. Develops cost performance analyses, reports, correspondence, contract change documents, and recommendations. Coordinates with shipyards, SUPSHIP, government stakeholders, and technical teams to resolve issues, validate compliance, monitor labor and facility resources, and support submarine and aircraft carrier overhaul, refueling, construction, and maintenance activities.

Provides senior acquisition and program management support to Navy program managers and executive leadership. Responsibilities include acquisition planning, contract strategy, program execution monitoring, cost and schedule analysis, milestone and governance reviews, executive briefings, regulatory reporting, data-call coordination, risk tracking, and supervision of support personnel. The role requires extensive Navy or DoD acquisition experience, knowledge of FAR, DFARS, and Defense Acquisition System processes, and strong analytical and communication skills.

Leads technical solution architecture and proposal development for Federal Government and DoD customers, particularly federal health agencies. Analyzes solicitations, designs technical, management, transition, staffing, and cost approaches, and develops proposal artifacts, diagrams, and written sections. Partners with capture, program, pricing, leadership, and subject matter experts; engages customers; evaluates technologies and requirements; leads review stages; and manages solution teams. Requires expertise in federal IT, legacy systems, and cloud, cybersecurity, software, or enterprise IT.

Develops and manages configuration management plans, technical baselines, change-control processes, and configuration tracking artifacts. Facilitates Engineering Review Boards and Configuration Control Boards, supports functional and physical configuration audits, maintains technical baseline repositories, delivers CM training, and provides guidance to stakeholders. The role requires collaboration with program managers, engineers, government personnel, and cross-functional teams in federal and DoD environments.

Provides systems engineering, integration, and test advisory support to the U.S. Space Force Protected Tactical SATCOM program. Assesses contractor AI&T readiness, technical performance, integration maturity, risks, anomalies, requirements, and compliance documentation. Supports system-of-systems interoperability across space, ground, terminal, and enterprise segments; contributes to test planning, verification, acquisition documentation, technical briefings, and government decision-making.

Lead full-lifecycle execution of WEXMAC 2.0 task orders, managing delivery, P&L, budgets, revenue, margins, schedules, vendors, logistics, supply chain operations, contracts, and customer relationships. Translate requirements into operating plans and performance metrics, oversee procurement and transportation activities, manage contractual obligations and risks, and ensure quality, compliance, profitability, and timely closeout in rapid-response DoD environments.

Support AI, analytics, and data modernization for VA research: perform ETL, statistical programming, reporting, dashboards, LLM-enabled analytics, data integration, quality validation, and executive-level presentations to improve operational decision-making.

Lead data quality and analytics for VA EHRM deployments by building and validating pipelines, applying SQL/R/Python and NLP/ML, defining governance rules in Purview/Collibra, certifying dashboards (Tableau/Power BI), and delivering actionable visualizations and insights to executive stakeholders.

Design, develop, and maintain web-based software within the full SDLC. Engage stakeholders, build features using microservices, apply complex algorithms, ensure maintainability and standards, drive process/tooling improvements, and mentor team members.

Lead cloud architecture reviews and migrations for onboarding to a FedRAMP High AWS government enclave. Assess FedRAMP compliance, interoperability (FHIR/HL7/APIs), multi-tenant and Zero Trust designs, and provide remediation roadmaps and DevSecOps guidance for ISVs and government stakeholders.

Assess application security against FedRAMP High and NIST RMF requirements, support ATO documentation and SSP/POA&M development, identify and prioritize remediation, evaluate Zero Trust and continuous monitoring, review IAM/encryption, conduct vulnerability management, and collaborate with architects and ISV teams to guide remediation.
