Designs, deploys, and optimizes the County’s enterprise network infrastructure, including LAN/WAN, wireless, VPN, VoIP, routing, switching, firewalls, and security systems. Leads architecture, capacity planning, infrastructure projects, vendor coordination, troubleshooting, performance monitoring, disaster recovery, change management, documentation, and security audits. Provides technical leadership, maintains high availability, performs root-cause analysis, and participates in 24-hour on-call support.

Serves as chief legal counsel for the County, leading the Legal Department and supervising attorneys, paralegals, and investigators. Provides strategic legal advice, litigation representation, regulatory guidance, and counsel on contracts, procurement, property, labor, public records, and government operations. Oversees outside counsel, budgets, legal planning, compliance, and departmental coordination while advising elected officials, management, and County departments.

Leads county strategic performance management and annual and multi-year budget development. Oversees financial modeling, forecasting, expenditure and revenue monitoring, reporting, fiscal compliance, and resource allocation analysis. Coordinates department budget submissions, prepares operating and capital budgets, presents financial information to officials and the public, and submits required reports. Supervises performance and budget staff, trains departmental budget liaisons, manages position budgets, and supports strategic planning and assigned programs.

Provides in-house legal counsel to the county through legal research, written and oral opinions, policy and document review, department support, and litigation assistance. Represents the county in administrative hearings and civil actions, prosecutes ordinance violations, drafts pleadings and legal documents, and advises officials and staff on legal, labor, legislative, and operational matters.
