Teams at Doña Ana County

Provides in-house legal counsel to the county through legal research, written and oral opinions, policy and document review, department support, and litigation assistance. Represents the county in administrative hearings and civil actions, prosecutes ordinance violations, drafts pleadings and legal documents, and advises officials and staff on legal, labor, legislative, and operational matters.

Directs the County’s flood control, floodplain management, drainage, infrastructure, capital projects, budgets, grants, contracts, regulatory compliance, and emergency response programs. Leads department personnel, reviews engineering and development plans, oversees flood control construction and maintenance, coordinates with government agencies and stakeholders, and represents the department before elected officials and the public.

Leads current planning and land-use activities, including development code updates, staff reports, complex development proposals, public outreach, work programs, budgets, contracts, and project schedules. Provides technical analysis, recommendations, team leadership, mentoring, and training for planning staff. Coordinates with departments, agencies, consultants, and the public while managing multiple planning projects and initiatives.
