Manages full-cycle recruitment, workforce planning, analytics, reporting, employee engagement, and Talent & Culture initiatives for the County. Advises hiring managers, ensures policy and employment-law compliance, coordinates recruitment operations, leads process improvements, and represents the department at career fairs and community events. Develops dashboards and workforce recommendations while supporting onboarding, succession planning, and organizational effectiveness.

Processes accounts payable, payroll, invoices, payments, reconciliations, procurement card transactions, and financial records. Reviews accounting documents, identifies discrepancies, prepares reports, supports audits and internal controls, and ensures compliance with county fiscal policies and New Mexico procurement regulations. Provides routine accounting and payroll customer service, maintains organized records, and communicates with departments regarding corrections, deadlines, and overdue invoices.

Coordinates full-cycle recruitment for county departments, including requisitions, job postings, candidate screening, interviews, selection, pre-employment checks, and onboarding. Advises hiring managers, maintains candidate communication and recruitment records, supports workforce reporting, and represents the county at career fairs and outreach events. Ensures compliance with employment laws and county policies, promotes the employer brand, recommends recruitment strategies, and contributes to process improvements and recruitment technology initiatives.
