Performs civil engineering analysis, design, plan review, permitting, and construction support for infrastructure and capital projects. Develops CAD plans, specifications, cost estimates, and project requirements; reviews site development plans for regulatory compliance involving drainage, traffic, hydrology, grading, and erosion control. Coordinates consultants, contractors, agencies, and stakeholders, supports bidding and contract awards, and provides limited oversight to engineering technicians.

Performs civil engineering for capital projects, infrastructure design, plan review, construction support, and site development compliance. Conducts engineering studies, modeling, calculations, cost estimates, and project programming; develops plans, designs, specifications, and reports using CAD. Reviews consultant work, coordinates contractors and agencies, supports bidding, and provides technical leadership to engineering staff and project teams.

Supervises laboratory technicians and conducts chemical and physical testing of drinking water, surface water, wastewater, and treatment processes. Reviews analytical results for accuracy and regulatory compliance, troubleshoots instruments, prepares and analyzes samples, maintains laboratory records, reports results to internal and regulatory databases, and trains staff on laboratory procedures, instruments, safety, and sample handling.

Ensures compliance with county zoning, signage, property maintenance, building codes, business licensing, noise, and historic preservation regulations. Responds to complaints, investigates violations, conducts property and business inspections, issues warnings, citations, and court summonses, prepares evidence and reports, attends hearings, educates the public, and coordinates with law enforcement. Maintains related records and documentation.

Represents the County in complex litigation, contracts, personnel matters, tax appeals, legislation, and regulatory compliance. Provides legal advice to departments, officials, and managers; conducts legal research; drafts opinions, pleadings, motions, contracts, and legislation; manages discovery, hearings, mediations, trials, and appeals; and maintains current knowledge of applicable laws and regulations.

Provides legal counsel to County departments and officials; litigates cases through hearings, trials, mediations, and appeals; drafts and reviews contracts; handles personnel matters, tax appeals, legislation, and regulatory compliance; conducts legal research; prepares legal opinions and pleadings; and advises on applicable laws, policies, and procedures.

Manages community engagement and small business development programs, partnerships, outreach, events, budgets, grants, performance measurement, and compliance. Supervises staff, provides training and technical assistance, represents the organization with stakeholders, and recommends improvements to expand accessibility, participation, and service delivery.

Leads civil engineering teams supporting capital projects, infrastructure design, construction, plan review, and maintenance. Performs engineering studies, modeling, calculations, site development reviews, stormwater and flood assessments, permitting, and regulatory compliance evaluations. Coordinates consultants, contractors, government agencies, and project stakeholders; reviews designs and bid proposals; recommends capital improvements; and provides technical support throughout project delivery.

Performs government accounting functions including accounts payable and receivable, reconciliations, journal entries, financial reporting, tax forms, audits, fixed asset management, budgeting support, and financial analysis. Provides accounting assistance to vendors, customers, taxpayers, and county personnel; researches discrepancies, maintains records, prepares regulatory reports, and supports special projects and mandated reporting.

Provides library services including program and collection development, patron reference and computer assistance, instruction on resources, interlibrary loans, outreach, supervision of staff/volunteers, and day-to-day circulation and maintenance tasks.

Develops, coordinates, delivers, and evaluates departmental training programs. Creates and updates course materials, facilitates in-house training, tracks attendance and exam grades, manages certification/recertification logistics, maintains compliance records and databases, prepares communications and promotional materials, and analyzes training effectiveness to improve employee knowledge and performance.

Oversees branch library operations, supervises and trains staff, develops programs and collections, provides reference and computer assistance, handles circulation and interlibrary loans, maintains facilities, and enforces policies to serve patrons.

Designs and reviews traffic signal systems and transportation plans, performs traffic modeling and signal timing studies, prepares plans/specifications, coordinates contractors and agencies, provides technical support during construction, estimates costs, troubleshoots signal and communications issues, and provides limited leadership on complex projects.

Provide executive leadership for DeKalb County transit strategy, policy, planning, capital investment, funding procurement, regional coordination, public engagement, organizational governance, and technology-driven modernization to expand and sustain equitable, resilient transit services.

Answers emergency and non-emergency calls, enters information into CAD, provides pre-arrival lifesaving instructions, forwards and updates info to response units, maintains records, and obtains required certifications. Works 24/7 shifts and may testify in court.

Attend the fire academy and training; respond to emergency calls for fire suppression, medical aid, hazardous incidents, and rescues; operate and maintain apparatus, equipment, and station; perform search and rescue, extrication, ventilation, salvage, and basic first aid; participate in drills, fitness training, and equipment maintenance.
