Provides administrative and operational support for an HR department, including HRIS data entry, personnel records, training registration, scheduling, employee identification badges, invoices, timekeeping, unemployment claims, appeal hearings, reporting, and confidential file management.

Conducts life-history and mitigation investigations for a Public Defender’s Office. Interviews clients, families, witnesses, and providers; researches trauma and social histories; obtains and analyzes records; develops timelines, reports, and evidentiary materials; supports attorneys during trial, sentencing, and post-conviction proceedings; conducts field investigations; maintains confidential case files; and collaborates with defense teams and community resources.

Administers County information systems and enterprise technology solutions. Installs, configures, monitors, troubleshoots, upgrades, and secures servers, networks, databases, software, hardware, and backup systems. Manages user accounts and access controls, resolves connectivity and system issues, supports technology implementations, documents configurations, trains users, and coordinates with vendors and departments on technology solutions.

Analyzes, designs, and develops information systems solutions by gathering requirements, evaluating software alternatives, documenting specifications, and supporting implementation. Coordinates project plans, develops training and testing materials, conducts user acceptance and technical testing, monitors system compliance, and researches emerging technologies and methods. Collaborates with county employees, managers, subject matter experts, users, technical staff, and vendors throughout system development and deployment.

Supervises IT staff and oversees the design, development, maintenance, implementation, and analysis of HCM and other technology systems. Coordinates technology projects, resolves technical issues, evaluates operational effectiveness, manages vendors and stakeholders, oversees budgets, ensures policy compliance, and provides technical guidance and reporting to management.

Provides senior administrative support for County Human Resources operations, including FMLA and leave administration, leave payments, employee terminations, records management, data entry, reporting, and confidential file maintenance. Responds to employee and public inquiries, reconciles discrepancies, and coordinates with departments and external agencies. May guide other specialists and support clerical testing, internship and apprenticeship programs, recruitment campaigns, community outreach, candidate engagement, and talent pipeline development.

Coordinates voter registration, election administration, poll worker recruitment and training, precinct mapping, polling-site readiness, early voting operations, election equipment, records, and jury summons follow-up. Supervises assigned staff, verifies voter information, maintains registration records, manages election supplies and ballots, resolves polling-site issues, and ensures compliance with election procedures. Requires extended hours during election cycles and includes field site visits.

Supervises election and voter registration operations, staff scheduling, training, compliance, reporting, audits, election technology coordination, procedural documentation, and budget monitoring. Ensures elections and registration processes comply with federal and Georgia laws, oversees early and Election Day voting logistics, manages registration reviews, prepares regulatory reports, and maintains current policies and manuals. Requires election or registration experience with supervisory responsibility and Georgia election certification.

Performs civil engineering for capital projects, infrastructure design, plan review, construction support, and site development compliance. Conducts engineering studies, modeling, calculations, cost estimates, and project programming; develops plans, designs, specifications, and reports using CAD. Reviews consultant work, coordinates contractors and agencies, supports bidding, and provides technical leadership to engineering staff and project teams.

Performs civil engineering analysis, modeling, design, plan review, cost estimation, and construction support for infrastructure and capital projects. Develops project requirements, plans, specifications, and improvement recommendations using CAD and engineering principles. Reviews calculations, coordinates with owners, contractors, agencies, and the public, and may provide limited oversight to engineering and drafting technicians.

Coordinates special projects, management studies, and departmental initiatives for County operations. Conducts operational, financial, and cost analyses; prepares reports and recommendations; supports budgeting and strategic planning; administers grants; oversees contractors and consultants; monitors regulatory compliance; evaluates programs; and serves as a liaison to stakeholders, government agencies, and community organizations.

Performs government accounting functions including accounts payable and receivable, reconciliations, journal entries, financial reporting, tax forms, audits, fixed asset management, budgeting support, and financial analysis. Provides accounting assistance to vendors, customers, taxpayers, and county personnel; researches discrepancies, maintains records, prepares regulatory reports, and supports special projects and mandated reporting.

Develops, coordinates, delivers, and evaluates departmental training programs. Creates and updates course materials, facilitates in-house training, tracks attendance and exam grades, manages certification/recertification logistics, maintains compliance records and databases, prepares communications and promotional materials, and analyzes training effectiveness to improve employee knowledge and performance.

Designs and reviews traffic signal systems and transportation plans, performs traffic modeling and signal timing studies, prepares plans/specifications, coordinates contractors and agencies, provides technical support during construction, estimates costs, troubleshoots signal and communications issues, and provides limited leadership on complex projects.

Provide executive leadership for DeKalb County transit strategy, policy, planning, capital investment, funding procurement, regional coordination, public engagement, organizational governance, and technology-driven modernization to expand and sustain equitable, resilient transit services.

Review commercial and residential development plans, approve projects, coordinate departmental permit reviews, conduct project meetings with engineers and developers, review hydrology and stormwater management, ensure erosion and sedimentation control and infrastructure compliance, review plats for zoning and recording, and assist customers with code and FEMA flood inquiries.

Provide senior-level HR support to county departments focused on classification and compensation. Advise managers on policies, perform job analyses, conduct salary and benefits surveys, prepare reports, manage recruitment and onboarding, administer compensation plans, perform internal equity assessments, and develop training and process improvements.

Performs general and specialized accounting for county watershed management: posts transactions, reconciles accounts, prepares journal entries and reports, manages fixed assets, assists audits, processes accounts payable, conducts cash flow analysis, and supports banking functions and special projects.
