Provides public health emergency planning and operational support during Incident Management System activations, exercises, and steady-state operations. Develops and maintains emergency response plans, Incident Action Plans, Situation Reports, briefings, SOPs, and planning templates. Collects and synthesizes information for situational awareness, ensures alignment with federal preparedness frameworks, maintains accurate documentation, and supports leadership decision-making during high-tempo response environments.

Coordinates the full lifecycle of public health emergency exercises, including planning, scenario development, execution, evaluation, documentation, and improvement planning. Facilitates tabletop, functional, and full-scale exercises; manages controllers, evaluators, simulators, and SIMCELL operations; develops MSELs and exercise materials; analyzes feedback and observations; and supports training, technical assistance, preparedness planning, and real-world response activities across federal, state, local, tribal, territorial, and international partners.

Develop and maintain Java and Angular applications supporting USTRANSCOM’s Integrated Booking System. Perform geospatial intelligence analysis supporting USSTRATCOM J2, including spatial analysis, GIS administration, web mapping, dashboards, cartographic products, Python automation, database management, and real-time geospatial data integration. The role supports DoD intelligence workflows, cybersecurity compliance, and operational planning using ArcGIS Enterprise technologies. This is an onsite position at Offutt AFB requiring an active Top Secret clearance with SCI eligibility and approximately four CONUS trips annually.
