Leads the day-to-day operations of the Human Resources department, improving efficiency and service quality while supervising assigned personnel. The role requires broad HR experience, leadership capability, and expertise in employment investigations, leave administration, workers’ compensation, and potentially public-sector and labor-union environments.

Lead and manage city-wide recreation programs and events, supervise staff, design community activities, oversee aquatics and facility operations, ensure certifications and compliance, and coordinate schedules and public engagement.

Reviews commercial and residential building and construction plans for compliance with applicable codes and regulations. Performs related permitting and administrative support work under limited supervision. Requires building construction, plans examination, permitting, or inspection experience, along with ICC certification or the ability to obtain it within six months. Commercial plan review experience and Bluebeam Revu proficiency are preferred.
