Serve as chief personnel officer overseeing all HR functions for the City: recruitment, benefits, compensation, employee relations, compliance, training, risk management, policy development, HR budget, and organizational culture initiatives. Advise City Manager and department directors, conduct investigations, manage HR records, and attend public meetings; occasional evening/weekend availability required.

Provide executive leadership for the City's Recreation Department, overseeing program development, facilities and budget management, personnel supervision, child care licensing compliance, community partnerships, marketing, and capital planning to enhance public recreation services and ensure regulatory compliance.

Coordinates recreation programs, special events, facility rentals, senior activities, youth leagues, after-school care, and summer camps. Maintains participant schedules, financial records, reservations, and facility operations; supports staff and volunteers; ensures safety, licensing, and operational compliance; and represents the city professionally. Requires flexible availability, including evenings, weekends, and holidays.

Under supervision, monitors and registers participants, leads games and sports, maintains safe and clean indoor/outdoor recreational areas, provides program information, and enforces safety protocols. Works flexible part-time hours including evenings, weekends, and holidays and ensures equipment and supplies are organized.
