Advises managers, partners with central Compensation, HR, Finance, and Talent Acquisition, maintains compensation records and data systems, supports annual compensation planning and budget analysis, and participates in process improvements to ensure compliant, equitable pay practices.

Conduct field inspections of construction sites for erosion and sedimentation control, review and approve stormwater pollution prevention plans, provide technical guidance, document inspections and enforcement actions using permitting/inspection software, conduct outreach and preconstruction meetings, investigate complaints, and collaborate on continuous improvement initiatives.

Provide comprehensive legal counsel to City officials and the Finance/Risk Division; manage and litigate moderate to complex employment and municipal cases in federal and state courts; prepare pleadings, discovery, settlements, and trial materials; represent the City at hearings, mediations, and trials; advise on employment-related issues; collaborate with litigation team and outside counsel; ensure municipal legal compliance.

Manage EMD engineering programs for Charlotte Water including CIP, rehab and upgrade projects for wastewater treatment and biosolids. Ensure ISO 14001 EMS compliance, coordinate design/construction reviews, oversee budgets, permits, and continuous improvement, and provide technical and operational support while supervising engineering staff.

Lead the transit authority as chief strategic officer and public representative. Oversee operations, safety, capital program delivery, finance, workforce development, compliance, stakeholder engagement, innovation, and strategic planning to advance safe, reliable, accessible public transportation across the region.
