Manage intake, tracking, version control, and distribution of engineering and construction documents across capital projects. Maintain document logs, handle RFIs/submittals/permits/as-builts, coordinate workflows with stakeholders, perform QC on naming/versioning/metadata, assemble closeout packages, support audits and public records requests, and ensure compliance with county and Florida public-sector requirements.

Lead an embedded cost estimating and cost management team for a major wastewater treatment capital program. Prepare and review estimates across design phases, quantity takeoffs, pricing models, GMP support, cost forecasting, variance analysis, and reporting. Serve as primary client cost contact, coordinate with project controls/design/construction teams, mentor staff, support procurement and preconstruction growth, and strengthen estimating standards, tools, and databases.

Lead full-cycle recruiting for technical and leadership roles, focus on filling critical and hard-to-fill positions, build proactive pipelines, manage hiring processes and metrics, source candidates via LinkedIn and other sourcing tools, partner with senior leaders, represent the company at events, and ensure multi-state employment compliance.

Support construction management by coordinating submittals and RFIs, reviewing payment applications and change orders, interpreting plans and specifications, tracking documentation status, attending meetings, and assisting with project closeout and technical reviews for wastewater construction projects.

Lead engineering projects end-to-end: pursue RFPs, set up budgets and schedules, manage subconsultants and internal staff, monitor progress, mitigate risks, report to clients/management, and complete project closeouts per PMI processes.

Develop, maintain, and analyze detailed project schedules using Primavera P6 or MS Project for large water/sewer infrastructure projects. Perform resource loading/leveling, critical path and time impact analyses, support delay claims and change orders, integrate cost/resource data, conduct schedule audits, and present schedule reporting and training to stakeholders.

Manage and coordinate collaborative delivery construction projects (design-build, CMAR). Advise owner on delivery methods, RFQ/RFP development, contractor selection, design reviews, cost/schedule control, field inspections, testing/commissioning, and completion verification. Serve as owner's on-site coordinator and report on project status.

Prepare engineering design plans and specifications using AutoCAD Civil 3D, support permitting and regulatory compliance, manage project schedules and budgets, attend progress meetings, and follow direction from project leaders.

Lead and manage water, wastewater, and reclaimed water projects through planning, design, permitting, bidding, construction, and closeout. Prepare and review technical reports, schedules, and cost estimates; ensure regulatory compliance; coordinate stakeholders, consultants, and contractors; monitor budgets and schedules; support asset lifecycle activities and procurement; perform value engineering and constructability reviews.

Lead strategic planning, coordination, and oversight of the City’s Capital Improvements Program. Manage a portfolio of design and construction projects, monitor schedule/cost/quality, coordinate stakeholders and contractors, prepare budgets and executive reports, perform risk mitigation, and improve program delivery and processes to ensure projects meet city standards and funding requirements.

Lead planning, design, construction, and commissioning of school and campus facilities. Oversee project managers, manage budgets, schedules, contracts, compliance, stakeholder communication, risk mitigation, and provide regular reports to senior management.
