Serve as a hands-on HR partner supporting full employee lifecycle for a rapid-response, multi-state workforce. Manage benefits administration, compliance (I-9/E-Verify), high-volume onboarding/offboarding, HRIS (Paycom) data accuracy, employee relations, reporting, and policy updates. Support rapid staffing surges, audits, and cross-entity HR consistency.

Process weekly multi-state payroll accurately and on time, ensure tax and wage-hour compliance (including California and Puerto Rico), reconcile payroll reports and registers, administer benefit deductions, respond to employee payroll inquiries, maintain payroll system integrity, and support audits and process improvements. On-site role with occasional extended hours to support emergency response.

Lead development of complex federal, state, and local government proposals: translate capture strategy into compliant, persuasive content; draft executive summaries, past performance, work plans; create compliance matrices; mentor junior writers; manage multiple concurrent pursuits; ensure quality, formatting, and submission readiness; support post‑submission debriefs and continuous improvement.

Support proposal development and administrative operations: prepare government submission documents, manage databases and calendars, edit reports and presentations, coordinate cross-department information, assemble/ship binders, maintain records and supplies, and ensure deadlines and compliance are met.

Senior HR leader reporting to the CEO responsible for global, multi-entity HR strategy and operations. Standardize policies and compliance (federal contractor rules), lead a distributed HR team, direct compensation and benefits strategy, advise executive leadership on talent and succession planning, manage employee and labor relations, and apply HR systems. Role requires travel up to 25% and occasional self-deployment to project sites.

Lead end-to-end delivery of large-scale civil construction and disaster recovery projects. Manage P&L, budgets, forecasting, schedules, resources, subcontractors, compliance, and safety. Design and deliver end-to-end solution architectures and lead development of mobile and web applications integrating LiDAR, sensors, drones, and AI. Ensure offline-capable, scalable systems, guide engineering teams through CI/CD and DevOps, perform architecture reviews, translate field workflows into technical solutions, and support deployment and post-go-live operations.

Executive leader accountable for enterprise revenue growth, pipeline conversion, capture strategy, and contract awards. Leads Business Development, Client Services, and Sales functions; enforces go/no‑go discipline, pricing-to-win, CRM governance, cross‑functional alignment, and post‑award performance to drive repeat business and predictable commercial outcomes.
