Provides executive leadership for a statewide supportive housing portfolio, overseeing strategy, performance, quality, evaluation, program development, financial sustainability, partnerships, and senior leaders. The role coordinates housing, case management, managed care, behavioral health, and client participation programs while advancing Housing First, equity, and person-centered services. The Chief Program Officer represents the organization with government agencies, healthcare systems, funders, and community partners and supports sustainable growth across California.

Supervise Operations Specialists processing housing-related applications, payments, move-in assistance, and financial transactions. Ensure accurate records, compliance, reporting, and timely resolution of complex cases. Lead team coaching and performance management, coordinate with Finance, case managers, vendors, funders, and other partners, and improve workflows to increase accuracy, efficiency, and client-centered service delivery.

Provides administrative and operational support to Flexible Housing Pool leadership, including calendar and meeting coordination, correspondence, travel, invoices, inventory, compliance tracking, referrals, data entry, documentation, stakeholder communication, and special projects. The role supports a nonprofit housing program serving vulnerable populations and requires strong organization, communication, discretion, cultural competency, and proficiency with Microsoft Office and Salesforce or similar systems.

Oversee San Mateo housing and Community Supports programs, including staff supervision, service delivery, compliance, quality assurance, stakeholder relationships, reporting, budgets, training, and operational improvements. Represent the organization with health plans, County partners, funders, landlords, and community organizations while ensuring program objectives, contractual requirements, and client service standards are met.

Supervises approximately eight Housing Coordinators supporting formerly homeless tenants through housing placement and retention. Responsibilities include hiring, training, mentoring, tenant issue advisement, landlord and case-management coordination, field visits, inspections, compliance monitoring, file audits, reporting, and public housing agency navigation. The supervisor also ensures adherence to Housing First principles, Fair Housing requirements, funder regulations, and tenant-landlord laws while coordinating with government and community partners.

Lead ERP and finance systems strategy, roadmap, and integrations. Oversee Finance Systems team, translate business needs into ERP designs, direct advanced configuration and implementations, ensure data integrity, controls, and scalable integrations, and partner with Finance, IT, and Operations on change management and platform maturity.

Supervise a 3-person AP team and manage full-cycle accounts payable: bill entry, vendor payments, reimbursements, check runs, reconciliations, month-end tasks, and 1099s. Ensure internal controls, partner with HR and Programs, support audits, maintain balance sheet schedules, and drive process improvements while providing backup across accounting functions.

Supervise accounts receivable staff and manage month-end close for corporate cost centers. Administer program and fund accounting, prepare funder invoicing and financial reports, reconcile bank accounts and general ledger, support billing/collections, and ensure compliance with grant and funding requirements while liaising with managers and external funders.

Manage AP/AR and rent roll for a multi-entity nonprofit, supervise accounting supervisors, co-manage month-end close, approve bank transactions, analyze cash flow, oversee 1099s/unclaimed property/bad debt, liaise with auditors and government agencies, handle audit and budgeting queries, and improve accounting systems and processes.
