Provides mechanical construction quality assurance for federal renovation and modernization projects at Walter Reed National Military Medical Center. Reviews plans, specifications, submittals, schedules, change requests, and contractor work for compliance. Performs onsite surveillance, inspections, testing oversight, documentation, progress reporting, punch-list support, and as-built and warranty review. Communicates deficiencies and recommendations to government representatives, supports safety checks and progress meetings, and analyzes claims and cost proposals.

Manages multiple federal architecture and engineering projects from scope definition through design, construction administration, and closeout. Leads multidisciplinary teams, coordinates consultants and federal stakeholders, and oversees scope, schedules, budgets, quality, risk, staffing, contracts, and client communication. Reviews design and construction deliverables, supports federal compliance, manages construction-phase issues, and maintains project records and financial forecasts. The hybrid role requires regular presence at Washington, DC-area client facilities and periodic travel to project sites.

Develops and coordinates federal proposals from bid/no-bid review through submission. Responsibilities include compliance matrices, schedules, templates, proposal writing and editing, formatting, document control, review coordination, government forms, past-performance materials, content libraries, research, proposal metrics, and debrief documentation. The role collaborates with capture, marketing, subject matter experts, partners, and consultants while maintaining deadlines, quality, and solicitation compliance.

Provides electrical construction quality assurance and quality control for federal repair, renovation, and modernization projects. Reviews plans, specifications, submittals, RFIs, schedules, change requests, and contractor work for compliance. Performs on-site inspections, monitors testing, documents deficiencies and progress, prepares RMS and inspection reports, supports safety checks and punch lists, and reviews as-built drawings, warranties, and turnover documentation.

Designs electrical systems for buildings and produces accurate construction drawings, specifications, and project documentation. Provides technical oversight, QA/QC, project coordination, client consultation, site survey support, and construction-phase representation. Manages design timelines, participates in proposals, troubleshoots design issues, and mentors junior engineers and designers. This position supervises project managers and specialists and involves periodic travel to client, construction, healthcare, and office sites.
