Design and maintain Bernalillo County's enterprise network architecture, lead multi-site hybrid cloud/on-premises network designs, ensure scalability, resilience and security, mentor network staff, set standards and policies, drive modernization and cloud integration, partner with security teams, document architecture decisions, and serve as escalation point for major network incidents.

Provide administrative and clerical support to the County Manager department, assist with entry-level projects, conduct basic research, prepare summaries and reports, support special projects, communicate with staff and external contacts, maintain confidentiality, and receive training and mentorship to develop professional skills.

Performs organizational and fiscal analyses to improve departmental efficiency. Leads management studies, budget preparation, forecasting, grant compliance, and special projects. Advises leadership on strategic planning, prepares technical reports, and coordinates cross‑departmental initiatives to align operations with County goals.

Manage the County Budget Office: plan, organize, and review budget planning and forecasting; prepare biennial operating budgets and technical reports; perform revenue forecasting, debt and fiscal analysis; supervise and develop staff; recommend budget strategies and sustain reserves; coordinate special projects and emergency operations tasks; ensure compliance with state, federal, and GFOA guidelines.

Manage planning, construction, and maintenance of traffic control systems and roadways. Lead multidisciplinary teams, oversee budgets, schedules, contracts, design reviews, construction inspections, and traffic studies. Coordinate with agencies, represent the County in public meetings, develop program goals and policies, and ensure technical standards and project delivery. Provide full supervisory responsibilities including hiring, training, performance management, and staff development.

Lead and supervise recreation aides and participants in sports, arts, and special events. Develop, schedule, and implement inclusive programs for varied age groups and abilities. Enforce facility rules, prepare activity areas, handle monetary and clerical tasks, and perform basic maintenance. Participate in required first aid, CPR, and AED training, and complete assigned FEMA trainings and compliance checks.

Manage accounting staff and operations across general ledger, fixed assets, financial reporting, accounts receivable, grants, and payroll. Oversee preparation of the ACFR and monthly/quarterly reports, ensure compliance and capitalization of assets and grants, manage month/year-end closings, reconcile accounts, support audits, and lead special fiscal projects. Supervise hiring, training, performance management, and coordinate with other departments and Treasury. Handle confidential records and ensure adherence to policies and regulatory standards.

Lead development and delivery of comprehensive training and leadership programs. Assess training needs, manage projects and resources, track compliance, coordinate vendors and logistics, mentor staff, maintain records, and evaluate program effectiveness to support departmental and county goals.

Assist recreation staff in planning, scheduling, and leading recreational programs for diverse age groups. Set up and maintain indoor/outdoor program spaces, enforce safety rules, perform light maintenance and basic cashier duties, participate in summer lunch activities, complete daily reports, and take part in basic first aid/CPR/AED training.

Designs, develops, tests, and maintains applications using object-oriented languages and relational databases. Works with stakeholders to gather requirements, creates SQL queries and stored procedures, coordinates deployments with IT teams, provides user support and training, and manages small-to-medium systems projects.

Administer, maintain, and optimize databases: install and patch database engines, manage backups and restores, tune performance, enforce security and user access, prepare technical documentation, troubleshoot issues, and provide occasional after-hours and on-site support.

Develops and executes integrated marketing, advertising, and public outreach campaigns to increase Bernalillo County brand awareness and constituent engagement. Manages multi-channel campaigns (digital, social, print, outdoor), vendor relationships, budgets, performance measurement, market research, and cross-department coordination to optimize campaign effectiveness and public value.
