Provides strategic leadership and operational oversight for the county’s IT ecosystem, including ERP, applications, infrastructure, networks, databases, cybersecurity, and emerging technologies. Supervises multidisciplinary IT staff, manages vendors and budgets, oversees large-scale projects, ensures security and system reliability, resolves complex technical issues, develops policies, and drives modernization, cloud adoption, automation, and analytics initiatives.

Leads countywide IT project, program, and portfolio management for complex, high-risk technology initiatives. Establishes governance, methodologies, prioritization, and resource planning; advises IT leadership; manages cross-departmental projects, vendors, risks, budgets, and dependencies; prepares executive reporting; and mentors project managers and PMO staff. Supports organizational readiness, change management, stakeholder engagement, and long-term technology planning.

Participates in a one-year rotational training program across administrative, professional, and vocational county assignments. Learns operational duties under experienced personnel, attends training and workshops, develops career skills, follows county policies and safety practices, and handles potentially sensitive records confidentially. Assignments may occur indoors or outdoors, require flexible hours, and involve office equipment or basic maintenance tools.
