Review and negotiate agreements, assess contractual risks, ensure FAR and DFARS compliance, maintain contract records and deliverables, support proposals, and advise executive leadership, program managers, and business development teams.

Integrate, configure, upgrade, compile, and support COTS/GOTS software in Linux environments. Administer and maintain Kubernetes-based PaaS infrastructure, ensuring reliability, scalability, security compliance, and performance. Troubleshoot workloads involving ingress, networking, storage, and performance. Develop Bash/Python scripts, maintain Helm charts, apply Ansible-based IaC, monitor clusters with Prometheus and Grafana, manage Git workflows, execute performance tests, document software stacks, and provide HPC tool ownership.

Provides end-to-end systems engineering for high-performance computing programs, including requirements analysis, architecture and design, integration, testing, risk management, technical documentation, and acquisition lifecycle support. Evaluates processors, accelerators, interconnects, networks, memory, and storage architectures against mission requirements. Leads technical coordination with government stakeholders, program personnel, vendors, and executives while maintaining architectural direction and technical integrity.

Perform systems engineering across the full systems life cycle, including technical design analysis, process-area deliverables, technical integrity, and quality assurance. Communicate with government stakeholders, program personnel, and senior executives while addressing technical issues and recommending design alternatives. Work must align with ISO/IEC 15288 technical process areas.

Supports a DoD/IC program management office and leadership by monitoring program, initiative, and portfolio health across cost, schedule, and performance. Performs cross-program analysis, tracks 54 program components, identifies risks, supports cybersecurity hardening policy, prepares acquisition and program management documents, develops briefings, and reports findings to director-level stakeholders.

Design and develop automated test frameworks for applications and REST APIs, analyze requirements, create test cases, execute manual and automated testing, identify and track defects, verify fixes, and support Agile sprint activities. The role requires integrating software and hardware testing considerations, improving testing strategies, and collaborating with cross-functional teams.

Provides systems engineering assessments of end-user architectures and develops system administration solutions. Administers Windows, VMware, desktop, network, storage, and server environments; performs capacity planning, resource optimization, troubleshooting, software installation, and reliability improvements. Collaborates with infrastructure personnel to solve complex technical problems, implement new systems, and support critical user-access environments. Supports Tier 1 and Tier 2 help desk escalations, dispatch systems, hardware, client/server/storage/network devices, and mobile devices. Higher levels perform complex troubleshooting, system and mission architecture support, SOA administration, and hardware, application, and software integration analysis.

Leads enterprise process improvement initiatives across systems and software engineering. Responsibilities include planning and conducting process assessments, analyzing findings, developing improvement recommendations and plans, facilitating project teams, delivering training, coordinating process integration, institutionalizing CMM/CMMI-based practices, reducing waste and variation, and advising agency and program leadership. Higher levels provide technical leadership, Lean Six Sigma implementation, and strategic process improvement guidance.

Supports program managers, initiative leads, and leadership by monitoring program health, analyzing cost, schedule, and performance across contracts and government activities, and preparing status reports and executive briefings. Manages funding and requirements for multiple IT systems and develops Spend Plans, UFRs, acquisition documents, schedules, risk plans, and portfolio analyses. Requires substantial DoD/IC program, contract, or financial management experience.

Develop, maintain, debug, test, and enhance complex software systems based on documented requirements. Analyze user and system requirements, design and implement software components, integrate systems, develop database queries and interfaces, implement algorithms, resolve defects, and improve development documentation and processes.
