Provide legal advice on administrative and program law including grants, contracts, ethics, employment, and records. Conduct legal research and analysis, draft opinions and legal instruments, advise grants and contracts administration, respond to records requests, deliver trainings on federal grant compliance and ethical use of legal technologies including generative AI, and support agency leadership and staff under General Counsel supervision.

Perform project compliance reviews of grant applications, cooperative agreements, amendments, and awards for regulatory and financial integrity under OMB Uniform Guidance. Serve as primary liaison to Program staff, provide authoritative technical assistance, evaluate budgets and legal sufficiency, and ensure adherence to ARC policies. Report to General Counsel and Project Compliance Program Manager. Require U.S. citizenship, background security review, occasional travel (10%), and five days in-office in Washington, DC.

Provide project compliance support for ARC's grants-management platform: verify applicant and award-recipient eligibility across federal systems, manage profile activations, handle compliance inquiries, collect and analyze data, track reviews, and coordinate with federal, state, and local partners. Use grants-management systems, Microsoft Office, and AI/data-analysis tools to optimize workflows. Report to the Project Compliance Program Manager and General Counsel, maintain background security review, and ensure timely, accurate compliance decisions.

Manage a portfolio of federal grants for physical and community infrastructure across Appalachian communities. Review and administer grants, coordinate with state and local partners, provide technical assistance and training, develop strategies and partnerships to advance infrastructure investments and smart technologies, and support lifecycle grants management and project deployment.

Manage a portfolio of workforce development grants across the full lifecycle: review applications, monitor performance, issue amendments, close grants, provide technical assistance and training, coordinate internal reviews, and support related research and reporting.

Manage the full lifecycle of federal grants: review applications, monitor progress, issue amendments, close grants, and provide training and technical assistance. Apply 2 C.F.R. Part 200 and ARC policies, assess financial stability of recipients, generate reports using grants management systems, and coordinate with program team members and grantees.
