Administers the full subcontract procurement lifecycle for DoD manufacturing programs, including solicitations, proposal and cost analysis, source selection, negotiations, subcontract administration, compliance, risk mitigation, issue resolution, and closeout. The role manages supplier relationships, procurement parameters, make-versus-buy recommendations, delivery and quality performance, and compliance with FAR, DFARS, TINA, CAS, and ITAR. It interfaces with program management, legal, finance, production, engineering, quality, and logistics teams.

Supports daily procurement operations by administering purchasing systems, supplier records, requisitions, purchase orders, procurement documentation, and compliance processes. Resolves receiving, invoicing, pricing, and system discrepancies while coordinating with cross-functional teams. Performs full-cycle accounting activities, including bank and account reconciliations, month-end close, journal entries, subledger maintenance, intercompany eliminations, cash postings, financial reporting, fluctuation analysis, and audit support. The role also monitors GAAP and DFARS compliance, maintains accounting documentation, supports internal controls, and prepares ad hoc reports. A bachelor's degree, three years of general ledger experience, ERP expertise, U.S. citizenship, and the ability to obtain and maintain a security clearance are required.

Lead strategic direction and operational execution of procurement, strategic sourcing, supplier management, and subcontract administration. Build and scale procurement organization, ensure FAR/DFARS and other government compliance, drive supplier diversification, negotiation of high-value agreements, CPSR readiness, and cross-functional alignment to support DoD aerospace programs.

Develop and document Quality Assurance Project Plans (QAPPs) and product acceptance systems for aerospace development. Define inspection, testing, process controls, and acceptance criteria; review fabrication/manufacturing plans; perform root cause analysis and continuous improvement across product lifecycle.

Manage subcontract procurement lifecycle for DoD programs: draft and negotiate NDAs/teaming agreements, create RFPs, evaluate proposals, conduct price and cost analyses, administer subcontracts (FFP/cost-type), ensure FAR/DFARS/ITAR compliance, interface with legal, finance, programs, and supplier base, and support closeout and risk mitigation.

Lead systems engineering for DoD weapon systems: define system/subsystem requirements, verify/validate and test, develop architectures, manage integration/configuration, support reviews and test events, mentor engineers, and liaise with contractors and government stakeholders.

Lead manufacturing engineering to transition UAV/USV designs to production: create assembly work instructions, tooling, fixtures, and test methods; optimize processes, layout, MRP and production planning; analyze costs and quality; train technicians; coordinate maintenance; ensure regulatory compliance and support cross-functional teams.

Review and oversee declassification and release of sensitive litigation-related documents. Conduct desktop research, identify OGA equities, apply redaction codes, manage referrals, record decisions in sponsor systems, and prepare documentation for legal review following EO 13526, FOIA, and Privacy Act requirements.

Lead a portfolio of DoD technical development and production programs, ensuring on-time, on-budget execution, financial performance, staffing, and customer satisfaction. Mentor program management teams, conduct monthly program reviews, support capture and proposal efforts, maintain QMS and government compliance, and drive portfolio growth aligned with corporate goals.

Lead and execute UAS flight test programs from planning through data analysis and reporting. Provide project leadership, safety and technical reviews, interface with contractors and test organizations, and recommend solutions to ensure timely, disciplined flight test execution.

Support and drive strategic global targeting operations: research, analyze and fuse complex data, generate operational leads, recommend resource allocation, produce concise all-source written summaries and brief senior leadership, and participate in short-term domestic and international deployments.

Manage technical programs for airborne ISR payloads: develop system requirements and acquisition documents, track technical performance and schedules, prepare briefs/reports, coordinate meetings and logistics, assess O&M technical and financial risk, and provide field support including CONUS and periodic OCONUS travel for maintenance, testing, and upgrades.

Provide administrative support to a contracts manufacturing program: schedule and coordinate meetings, manage calendars, prepare reports and presentations, maintain SharePoint and Teams, coordinate travel via Concur, track expenses and credit card program, take minutes, organize files per PMO standards, liaise with stakeholders, and support program events and process improvements.
