Develops and maintains project management frameworks, drives continuous improvement, and ensures project quality and performance. Recruits, coaches, and evaluates project managers; leads strategic planning, business continuity efforts, and business development support. The role is remote with up to 50% travel and may require extended client-site deployments.

Administers the complete contract lifecycle for commercial, government, subcontractor, consultant, and vendor agreements. Responsibilities include drafting, reviewing, negotiating, monitoring compliance, assessing risk, managing records and amendments, tracking milestones and renewals, supporting proposals and audits, overseeing subcontractor compliance, and training internal stakeholders. The role is remote with client-site deployment and up to 25% travel, supporting emergency management consulting operations.

Reviews FEMA Public Assistance projects for eligibility, cost reasonableness, documentation, procurement, insurance, and compliance. Identifies risks, recommends corrective actions, supports appeals and inquiries, tracks validation metrics, contributes to closeout procedures, and coordinates with applicants, TEMA, FEMA, and project leadership. The role is remote with up to 25% travel to Tennessee client sites and may require extended deployments, evenings, and weekends.

Support FEMA Public Assistance applicants through disaster recovery, including site inspections, damage assessments, Project Worksheet development, documentation, eligibility and procurement reviews, insurance analysis, RFI responses, and project tracking. Coordinate with FEMA, state agencies, applicants, and internal specialists. The role requires deployment to client sites, Emergency Operations Center support, field mobility, and occasional evening or weekend work.

Provides client support for emergency management planning, hazard mitigation, climate adaptation, risk assessments, continuity plans, exercises, training, after-action reports, and disaster response preparedness. Develops and maintains plans aligned with FEMA guidance and regulatory requirements, coordinates with agencies and stakeholders, supports project deliverables and proposals, and may deploy onsite during disasters. The role includes client presentations, emergency drills, resource coordination, and occasional leadership of project tasks.

Manage logistics for incident response at Emergency Operations Centers: develop and implement IAP logistics elements, supervise Logistics Branches/Units, coordinate resources with state ESFs, National Guard, NGOs, and vendors, monitor operations, attend client meetings, and ensure policy compliance during deployments.

Lead planning functions in the State Emergency Response Team: develop Incident Action Plans, situation and flash reports, coordinate planning staff, facilitate briefings and meetings, maintain event chronology and WebEOC, ensure compliance with state/federal policies, and support client communications and contract deliverables during deployments.

Lead and coordinate operational objectives for the State Emergency Response Team (SERT) in an Emergency Operations Center. Oversee tactical incident activities, manage Incident Action Plan implementation, coordinate resource deployment and mutual aid, liaise with field staff and branch directors, and ensure agency decisions translate into action. Participate in operational planning, contingency development, and transition planning; provide operational status, recommendations, and supervisory support during deployments.

Lead the Finance & Administration Section in an Emergency Operations Center: supervise purchasing, fiscal, travel, and budget units; track and report event costs; procure goods and vendor contracts; monitor overtime and financial closeouts; support demobilization and incident documentation; ensure budget/funding coordination with state and federal offices.

Provide survivor-centered case management to disaster-affected individuals and families: assess needs, manage caseloads, document services, coordinate resources and agency referrals, ensure compliance with program policies, attend trainings and meetings, resolve client issues, and travel to client sites as needed to support safe, sustainable recovery.
