Build and lead Inovalon’s third-party data governance program, including data asset inventory, licensing controls, contractual rights management, data intake and release governance, audit readiness, compliance monitoring, and KPI reporting. Partner with Legal, Privacy, Procurement, and business leaders to manage data usage, renewals, access revocation, disposition, and downstream obligations. Develop a governance team while applying expertise in healthcare data, HIPAA, de-identification, and data licensing.

Architects and leads enterprise data engineering platforms, including scalable ETL/ELT pipelines, streaming frameworks, cloud infrastructure, data warehouses, and AI/ML data systems. Establishes engineering standards, governance, monitoring, data quality, security, and schema management practices. Designs AI agents using LLMs, partners across business and infrastructure teams, and makes high-impact architectural decisions for reliable, secure, multi-region data environments.

Supports federal data integration through source-to-target mapping, data quality analysis, interoperability testing, metadata documentation, compliance validation, requirements analysis, dashboard reporting specifications, and operational documentation. The role bridges data engineering and regulatory compliance for NOAA Fisheries and endangered species data integration. It also documents remediation requirements, data refresh procedures, testing criteria, and production feedback. This is a remote position requiring U.S. citizenship and eligibility for Public Trust clearance.

The role coordinates cross-site reporting, supports data collection and process improvement, presents findings to leadership and external stakeholders, and provides technical guidance and training to program staff.

The BI Analyst develops dashboards, reports, and visualizations; gathers business requirements; performs ETL and SQL-based data analysis; ensures data quality and governance; identifies trends and anomalies; provides recommendations; and trains users on BI tools and reports.

Design BigQuery architecture, build batch and streaming pipelines with Python, SQL, Beam, Dataflow, and Airflow, and develop governed data marts and BI datasets. Establish data quality, observability, reconciliation, access controls, cost management, and engineering practices. Partner with engineering, finance, product, campaign management, sales, and leadership while leading incident recovery and documenting systems.

Designs, builds, secures, monitors, and supports scalable data platforms across public and multi-cloud environments. Develops batch and streaming pipelines, ELT processes, data lakes, warehouses, APIs, and integrations with transactional systems. Works with SQL and NoSQL databases and technologies including Spark, Hadoop, Databricks, Snowflake, Kinesis, and Lambda. Leads projects, presents to leadership, collaborates with clients and Scrum teams, troubleshoots issues, and enables analytics and machine learning initiatives.
