General Description:Under the general supervision of the Executive Director the YouthBuild Project Manager provides overall leadership, management, and administrative oversight of the YouthBuild grant-funded program, ensuring full compliance with the U.S. Department of Labor's Employment and Training Administration (DOL/ETA) grant requirements, cooperative agreement provisions, and applicable federal regulations (2 CFR Part 200, WIOA, and Training and Employment Guidance Letters). The purpose of this class within the organization is to serves as the primary point of contact with the DOL/ETA Federal Project Officer and is responsible for the day-to-day operation of the program, including participant recruitment and enrollment, education and occupational skills training, leadership development, budget management, staff supervision, partner and stakeholder coordination, and performance reporting. This class works under general supervision, independently developing work methods and sequences. 

Minimum Education and Experience Requirements:

Bachelor's degree in social services, education, public administration, nonprofit management, or a related field (Master's degree preferred). Minimum of five (5) years of progressively responsible experience managing youth workforce development, education, or job training programs, including at least two (2) years of supervisory experience.
The equivalent combination of education and related work experience may be considered.

Preferred Qualifications:
Direct experience serving as a Project Manager, Program Manager, or Grant Manager on a YouthBuild or other DOL/ETA cooperative agreement. Experience with construction industry training programs or other in-demand sector partnerships.
Bilingual or multilingual ability relevant to the population served.

Special Certifications and Licenses:
Valid Driver’s License

Desirable Knowledge, Skills and Abilities:

  • Knowledge of federal grants management, preferably DOL/ETA-funded programs (YouthBuild, WIOA Youth, Job Corps, or similar).
  • Demonstrated knowledge of WIOA performance accountability requirements and federal grant compliance standards (2 CFR Part 200).
  • Knowledge of the principles, practices, and techniques of program planning and evaluation.
  •  Knowledge of computer programs, software, email, and ability to learn case management software.
  • Has knowledge of the occupational hazards and safety precautions of the job.
  • Strong written and verbal communication skills, including experience preparing federal reports and budget narratives.
  • Proficiency with data management systems and Microsoft Office Suite.
  • Strong leadership, organizational, and staff management skills.
  • Skilled in relationship-building with employers, education partners, and community stakeholders.
  • Commitment to youth development, equity, and second-chance opportunity populations.
  • Ability to plan, organize and prioritize daily assignments and work activities.
  •  Ability to use proper English, vocabulary, punctuation, and spelling for oral and written communication.
  • Ability to operate modern office equipment including computers, copiers, cell phone, and tablet in the performance of daily activities.
  • Ability to interpret and apply federal regulations, grant terms, and reporting requirements.
  • Ability to manage multiple priorities, meet strict federal deadlines, and work effectively under performance-based accountability.
  • Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.

  • Work is performed onsite. The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

  1. Direct all aspects of YouthBuild program implementation in accordance with the DOL/ETA grant agreement, statement of work, and approved budget.
  2. Serve as the primary liaison to the DOL/ETA Federal Project Officer, preparing and submitting required narrative and financial reports (e.g., Quarterly Narrative Reports, Federal Financial Reports, and PIRL data submissions).
  3. Recruit, hire, train, supervise, and evaluate program staff, including the Case Manager, Job Developer, instructors, and support personnel.
  4. Oversee participant recruitment, eligibility determination, and enrollment to ensure the program serves eligible opportunity youth (ages 16–24) consistent with grant requirements.
  5. Ensure the integration of academic education (e.g., high school diploma/HSE preparation), occupational skills training (construction and/or in-demand industry sectors), leadership development, and counseling/support services.
  6. Monitor and manage the program budget, including subcontracts and partner agreements, in coordination with the fiscal/finance department.
  7. Establish and maintain partnerships with local Workforce Development Boards, American Job Centers, community colleges, employers, and community-based organizations to support participant outcomes.
  8. Ensure program data integrity and timely entry into the required federal reporting system(s), and track performance against negotiated performance measures (e.g., credential attainment, employment, education placement, median earnings).
  9. Lead continuous quality improvement efforts, including corrective action planning in response to monitoring findings or performance shortfalls.
  10. Ensure compliance with equal opportunity, nondiscrimination, and grievance procedures required under WIOA Section 188 and related DOL regulations.
  11. Represent the program at community meetings, advisory board meetings, DOL/ETA grantee conferences, and other required trainings and convenings.
  12. Oversee maintenance of participant case files and program records to ensure audit- and monitoring-readiness.
  13. Performs all other duties as may be assigned to support successful grant implementation and meet organizational mission.
