SUMMARY

The Workforce Development Training Specialist supports professional workforce development, onboarding, employee experience, organizational learning, and workforce engagement initiatives across Charlotte Area Transit System (CATS). Reporting to the Manager of Workforce Development, this position serves as specialist for designing, planning and developing OWD workforce and talent development training, workshops, sessions and programs. The ideal candidate will possess strong instructional design, workforce and training and development, experience with project management and systems processing capabilities to ensure workforce development initiatives are delivered consistently and effectively.

Through organized design and program creation, responsive communication, and accurate tracking, this position contributes to employee development, workforce readiness, and a positive employee experience.

Duties and Responsibilities

Curriculum Design & Learning Delivery

  • Designs, develops, and continuously enhances workforce development curriculum, learning content, facilitation materials, presentations, workshops, and employee development programs aligned to organizational and operational needs.
  • Creates engaging learning experiences that support employee growth, professional development, workforce readiness, and organizational effectiveness.
  • Facilitates and delivers learning programs through in-person instruction, virtual training environments, blended learning approaches, and e-learning modules.
  • Partners with internal stakeholders and subject matter experts to identify training needs and develop relevant, impactful learning solutions.
  • Creates program evaluations and surveys to gauge program effectiveness and incorporate feedback, industry trends, and best practices into continuous curriculum and content improvement efforts.

 

Program and Project Management Coordination:

  • Maintains multiple workforce development activities while managing timelines, deliverables, stakeholders, and operational needs. Maintain ability to support multiple workforce development initiatives simultaneously while balancing competing priorities, timelines, deliverables, stakeholders, and operational needs
  • Coordinates the implementation activities associated with OWD pilot programs, workforce readiness initiatives, leadership development efforts, and employee engagement programming
  • Uses project management tools and tracking systems to monitor tasks, deadlines, assignments, and dependencies.
  • Maintains program documentation, implementation plans, communication plans, budget tracking materials, and performance tracking tools.
  • Prepares routine updates, summaries, and reports for supervisory review.
  • Facilitates special projects and departmental initiatives as assigned.

 

Workforce Development Program Support

  • Facilitates the implementation of workforce development, professional development, employee experience, and organizational learning initiatives.
  • Coordinates assigned program activities including scheduling, communications, materials preparation, participant tracking, and follow-up.
  • Assists with development and maintenance of program workflows, tools, templates, and standard operating procedures.
  • Tracks program milestones, participation, feedback, and completion data.
  • Identifies recurring coordination issues and communicates improvement opportunities to supervisory staff.

 

Learning Management System (LMS) & Workforce Administration

  • Maintains Learning Management System (LMS) administration activities, including training deployment, reporting, tracking, and workforce training visibility
  • Assist with mandatory compliance training administration, monitoring, reporting, escalation, and follow-up efforts
  • Maintain accurate workforce development records, training metrics, and organizational reporting dashboards
  • Collaborate with stakeholders to improve training administration processes, operational efficiency, and data visibility

Continuous Improvement Support

  • Maintains awareness of workforce development, learning technology, onboarding, employee experience, and organizational learning practices.
  • Collects and summarizes participant feedback, program data, and operational observations.
  • Assists with updates to processes, materials, tools, and program workflows.
  • Supports a culture of learning, engagement, and continuous improvement

As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP. 

    Preferred Qualifications

    • Bachelor’s degree in a related field.
    • Experience using software to create learning content, workshops, sessions and/or program material supporting workforce development, training, new hire,  employee engagement, learning, or organizational development initiatives.
    • Experience using learning management systems, workforce systems, Microsoft PowerPoint, and project management tools such as Monday.com, Smartsheet, Asana, or similar platforms.
    • Experience supporting community outreach, career pathway, internship, apprenticeship, or workforce pipeline initiatives.
    • Public-sector, transit, transportation, government, or highly operational environment experience.
    • Workday experience preferred
    • Experience utilizing project management platforms such as Monday.com, Smartsheet, Asana, Trello, or similar systems preferred
    • Experience supporting training administration, LMS systems, workforce compliance initiatives, or organizational reporting functions preferred

    Minimum Qualifications

    • Associate’s degree in Human Resources, Organizational Development, Education, Business Administration, Public Administration, Communications, or related field and two (2) years of experience designing workforce development training content, workshops, sessions and materials, workforce development or training coordination, program administration, or related activities; or an equivalent combination of education and experience.

    CONDITIONS OF EMPLOYMENT

    The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

    Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

    Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
