The Role

A child support functional area is a sub-set of related program functions as defined by the federal Office of Child Support Services (OCSS) as the core functional components of a comprehensive child support system. For the Office of Child Support (OCS) they include Case Management, Establishment, Financial and Enforcement. The position of Workforce Coordinator will provide an important link between the core functional areas and the program partners that deliver critical child support services to families.

Responsibilities

• Act as the first-line professional proxy for assigned functional area. In this regard the Workforce Coordinator should actively solicit requirements from end users and county specialists for the assigned functional area. This will include gathering requirements via survey, interviews or observation in a “real life” environment for the assigned functional area.

• Advocate for and speak on behalf of first-line professionals and end-users to help ensure responsive program development in policy and system design; champion changes, enhancements, and improvements that aid local offices in their efficiency and effectiveness.

• Use Human Centered Design approach to improve the user experience for workers in the assigned functional area (e.g., empathetic interviewing, interactive and collaborate workshops, inclusive research planning). Additionally, supporting workgroups and other teams in this approach by teaching and coaching HCD principles and practices.

• Communicate the vision for the program and associated IT projects that advocates for the execution of the OCS Operating Principles and Strategic Plan to both stakeholders and IT for assigned functional area. Ensure goals are clear and the vision is aligned with business objectives. Participate in creating a roadmap of initiatives; that is, a high-level, strategic visual summary that outlines the vision, priorities, and direction for various IT initiatives for assigned functional area over time.

• Working in tandem with existing priority-setting teams, plan and prioritize future software development for a functional area.

• Translate child support program and policy into business requirements and desired outcomes for a functional area and ensure they are clearly understood by relevant teams.

• Provide informed input into the development of policy and procedural manuals, system user documentation and training materials.

• Analyze policy and business directives and manuals, federal and state legislation and determine its impact on first-line professionals and assigned functional area.

• Review, contribute to, and approve documents and deliverables used by system development teams to code, configure, and design software and business applications for the assigned functional area. Depending on the system development methodology used, this may involve participating and/or co-leading joint application development meetings, approving business and functional design documentation, contributing to user story development, establishing acceptance criteria and prioritizing work.

Required skills and qualifications

• At least one year of experience working with the Michigan IV-D child support program (e.g., as a program partner such as a Friend of the Court, Prosecuting Attorney or OCS employee), other state IV-D child support program or family court

• Experience working with a statewide child support system (experience working with the Michigan Child Support Enforcement System highly desired)

• Understanding of business value related to features and functions

• Outstanding communication, presentation, and leadership skills

• Creative and investigative mindset for how to gather and synthesize varying perspectives and build consensus to find a path forward

• Sharp analytical and problem-solving skills

• Ability to effectively manage conflicting needs of stakeholders

• Committed to supporting diversity, equity and inclusion and incorporate the concepts in the daily interactions and considerations

• Ability to establish and maintain effective relationships with a variety of business program areas and support teams as well as a diverse group of stakeholders

Preferred skills and qualifications

• Bachelor’s degree (or equivalent) in related discipline

• Proficiency with applicable project management tools and technology

• Familiarity with system development methodologies

• Understanding of Human Centered Design principles

Work location/hours

This position is primarily a remote work location with travel required to:

• Visit county child support offices to perform duties as described above;

• Participate in training and/or conferences; and

• Attend required in-person meetings.
