Repsol is hiring a Wells S&E Manager to join the S&E Excellence Center, to be based in The Woodlands, TX.

Location & Schedule: Position is to be based onsite from our office in The Woodlands, TX

  • Follows a hybrid (in office 2x week + telework) and compressed (9/80) work schedule, with manager approval following the initial training period.

  • Work arrangements may be adjusted at the manager's discretion based on business needs or individual performance.

Summary

The Wells S&E Manager is a role within the S&E Excellence Center that provides functional leadership to the global Wells HSE organization, driving operational excellence, critical risk management, and 1st line of assurance across all Wells projects while serving as the technical safety support to the Wells Director and leadership.

Dotted-Line Reporting: Wells Director

Direct Reports: Projects HSE Coordinators

Key Interfaces:

ESG Safety Lead, BU HSE Managers, Wells Technical Authority Manager, Wells Project Managers, Superintendents, Project HSE Coordinators and Corporate ESG Functions

Key Responsibilities

  • Support the Wells Director in delivering the Wells Safety & Environment (S&E) leadership, objectives, priorities, standards, and performance expectations.

  • Assess resourcing levels for the HSE function in Wells, request resources when needed and participate in selection processes.

  • Provide regular performance insights, assurance outcomes, and tactical recommendations to Wells leadership to drive continuous improvement in safety performance and risk management.

  • Accompany and support Wells leadership during management visits and field engagements, providing guidance and challenge to enhance safety culture, strengthen workforce engagement, and maintain a healthy and positive safety climate across Wells projects and operations

  • Lead and coordinate the delivery of S&E ExCe support to Wells projects, including Risk Studies, HSE Plan, ERPs, Bridging Documents, HAZID, Bow-Tie, Operational Risk Assessment, and other critical risk management deliverables.

  • Work closely with ESG Safety Leads and BU S&E Managers to ensure effective alignment and integration between First and Second Line of Defense assurance activities.

  • Lead and coordinate the Wells HSE Coordinators, ensuring the effective delivery of Safety & Environment (S&E) support to Wells project teams and the consistent implementation of Wells S&E requirements across all phases of project execution

  • Lead and supervise the day-to-day performance, development, and priorities of Wells HSE Coordinators, ensuring alignment with Wells S&E objectives, standards, Contractors management and assurance requirements.

  • Support the Wells HSE Coordinators to maintain effective engagement with Wells contractors, project management teams, and field supervisors to ensure safety expectations, critical controls, and risk management requirements are consistently understood and applied.

  • Provide independent challenge to operational decisions where critical risks are not adequately controlled and escalate significant S&E concerns to the Wells Director and S&E Excellence Center Senior Manager when required.

  • Promote a proactive safety culture that emphasizes critical risk management, operational discipline, learning, and continuous improvement throughout Wells projects and operations.

  • Perform oversight reviews of incidents, audits, inspections, PSOs, and assurance findings to identify trends, systemic weaknesses, and opportunities for improvement.

  • Represent Repsol in industry associations such as IADC, IOGP, or others.

Required Qualifications

  • Full U.S. work authorization without restrictions, conditions, or current/future sponsorship needed.

  • Bachelor’s degree in Engineering, Safety, Environmental Science, or related discipline preferred; equivalent combination of relevant wells, drilling, field operations, and HSE experience may be considered.

  • Advanced degree or professional HSE certification preferred.

  • Ability to travel globally to any of Repsol’s drilling sites in the countries where we operate.

Required Experience

  • Minimum 15 years of experience in Oil & Gas industry.

  • Extensive experience in drilling, completions, well interventions, and well operations.

Languages

  • English: Fluent verbal and written communication skills

  • Spanish: Good verbal and written communication skills (Optional – nice to have)

Technical Knowledge

  • SEMS management systems.

  • Well construction and intervention operations.

  • Incident investigation methodologies.

  • SECE and Barrier Management.

  • Human Performance and Organizational Learning.

  • Audit, assurance, field verification, and corrective action management processes.

  • Regulatory and industry standards, including IOGP, ISO, and applicable wells/drilling safety standards.

  • HSE plans, bridging documents, emergency response plans, HAZID, Bow-Tie, operational risk assessments, and related critical risk deliverables.

  • Strong planning, organizational, stakeholder management, and decision-making skills to ensure effective implementation of the HSE Management System.

  • Experience leading HSE programs across contractor-heavy, field-based operations with exposure to rig operations, workforce engagement, incident prevention, and operational risk controls.

  • Prior front-line field operations experience in drilling, completions, or wellsite execution is strongly preferred.

  • Demonstrated experience in HSE leadership roles at regional or global level.

  • Demonstrated experience as Subject Matter Expert for Wells activity.
