The Wastewater Planning Manager performs job-planning and maintenance program support duties involving scheduling, creating, and optimizing preventative maintenance, work request, work order management, equipment history reporting, performance measurement, trend analysis, and project management utilizing the County's Computerized Maintenance Management System (CMMS).

Essential Functions:

• Manages and prioritizes work orders and maintenance requirements to optimize resources (labor, material, cost, and time);

• Coordinates and assigns work to maintenance crews and treatment operations staff; develops and implements safety and training programs;

• Collaborates with other units and outside agencies to minimize disruption of equipment and systems operations;

• Identifies, analyzes, and develops process improvements and cost-efficient maintenance procedures;

• Enforces established safety practices and procedures for personnel and equipment;

• Ensures compliance with local, state, and federal regulations related to wastewater treatment and conveyance systems;

• Evaluates and forecasts maintenance needs for plant and equipment, both short- and long-term;

• Monitors and manages work unit budget and expenditures, ensuring compliance with approved budgets and schedules;

• Supervises, trains, and evaluates personnel, and arranges for orientation and ongoing training;

• Inspects facilities and systems to assess operational efficiency, maintenance needs, and compliance with standards;

• Ensures safety and quality of treatment processes, monitoring compliance with environmental permits and requirements;

• Participates in capital improvement planning and construction reviews, recommending enhancements or changes;

• Maintains records, compiles information, and prepares routine and special reports;

• Assists in planning and administering special projects and programs, including odor control;

• Acts as Wastewater Operations Manager in their absence, handling compliance reporting and notices of violations.

Minimum Qualifications:

High School Diploma or General Education Development (GED) certificate AND six years of Wastewater Operator experience, industrial/mechanical maintenance experience, or industrial/electrical-instrumentation maintenance experience INCLUDING one year of planning/scheduling experience AND two years of lead or supervisory experience.

(Relevant experience and/or education from an accredited college or university may be substituted.)

OR:

Five years of experience with Pima County in an Operations and Maintenance Technician, Wastewater Heavy-Duty Maintenance Mechanic, Industrial Electrician, Instrumentation and Process Control Supervisor/Specialist, Wastewater Planner Scheduler or closely-related position as determined by the department head at the time of recruitment INCLUDING two years of supervisory/managerial experience.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

• ADEQ Grade 4 Wastewater Treatment certification.

• Additional ADEQ Certification/s (Collections/Water Treatment/Water Distribution).

• Minimum three (3) years experience supervising, training, and evaluating employees.

• Experience planning, organizing, supervising, and coordinating wastewater treatment processes.

• Experience communicating both verbally and in writing.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.  Some positions may require a Grade 4 Arizona Department of Environmental Quality Wastewater Treatment Certification.

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County. Some positions may require satisfactory completion of a personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems. Some positions may carry the risk of exposure to infectious diseases, blood-borne pathogens, asbestos or wastewater products, therefore special medical screening prior to or during employment may be necessary to assure employee health and safety. Some positions within this classification that are not covered by the requirements of OSHA’s Blood Borne Pathogen program may be offered as a courtesy, at county expense, the Hepatitis B series of vaccinations due to potential exposure to raw sewage and sharps (discarded needles/syringes).

Physical/Sensory Requirements: All positions require sufficient body flexibility, mobility, stamina, and balance to allow for standing, walking, sitting, grasping and manipulation of work objects, frequent bending, stooping reaching, and climbing stairs and ladders. All positions require regular or occasional crawling, kneeling, and squatting, the lifting, carrying of objects up to 50 lbs., pushing and pulling of objects up to 75 lbs., and the ability to properly don and doff fall protection to enter and work in confined spaces. Essential to this position is corrected or sufficient vision; the ability to see, read and interpret written information, manuals, gages, etc., including distinguishing various colors, as well as corrected or sufficient hearing; the ability to hear and comprehend voice communication in-person, over a radio and phone, and to hear operating equipment. All positions require the operation of machinery, powered industrial equipment and motor vehicles. Action Activity - none; Motion Activity - none; Hearing Activity - equipment alarm; Speaking Activity - in person, on the phone and on the radio; Vision - may be required to operate a motor vehicle, distinguish colors, have depth perception, have peripheral vision.

Working Conditions: All positions require outside work, including during inclement and hot weather, and exposure to waterborne pathogens/agents, hazardous materials and gases, water hazards and wet/slippery surfaces, odors, fumes, humidity, dirt dust, electric arc flash

potential, traffic hazards, venomous pests, and uneven surfaces.
