Organization: Dow Jones Energy
Sectors: Refined Products, NGLs, Chemicals, Biofuels, & Carbon
Reports to: Head of Strategy & Operations/GM of Energy
Role PurposeIn the complex ecosystem of global energy, price integrity is the foundation of market trust. As the Global Risk & In-Business Controls (1LoD), you will be responsible for the design, execution, and continuous improvement of the control environment across our price reporting & editorial operations.
You will ensure that every price assessment—from traditional refined fuels and NGLs to the high-growth sectors of Biofuels, Chemicals, and Carbon—is produced with the highest level of accuracy, transparency, and regulatory compliance. This role is critical in protecting Dow Jones Energy’s "License to Operate" and ensuring adherence to IOSCO Principles and other relevant regulations.
Key Responsibilities1. Control Framework Design & Implementation
Asset-Specific Controls: Develop and maintain tailored control protocols that account for the differing liquidity and market structures of Refined Products (high liquidity), Chemicals (less-liquid, often contract-based), and Carbon/Biofuels (evolving regulatory frameworks).
Expert Judgment Oversight: Implement rigorous checks and balances for the application of "expert judgment," ensuring editors provide clear, documented rationales for assessments in illiquid markets.
Workflow Automation: Partner with Product and Tech teams to embed automated "hard" and "soft" controls directly into the price-discovery and editorial tools.
2. First Line of Defense (1LoD) Operations
In-Business Quality Assurance: Conduct regular "spot checks" of price assessments to ensure alignment with published methodologies.
Marker & Data Integrity: Oversee the verification of "market markers" and trade data submitted by third parties to prevent the inclusion of outliers or non-representative data.
Training & Culture: Lead global training programs to ensure the editorial team understands "Conduct Risk" and the operational requirements of a PRA within an research and insights organization.
3. Incident Management & Governance
Price Challenge Leadership: Manage the formal investigation of price challenges or market complaints, ensuring impartial root-cause analysis and swift remediation.
KRI Management: Develop and report on Key Risk Indicators (KRIs), such as methodology deviations, data submission errors, or late publications.
Audit Liaison: Serve as the primary point of contact for the Second Line (Compliance) and Third Line (Audit) during annual IOSCO assurance reviews.
4. Sector-Specific Focus Areas
Chemicals: Monitor the transition from contract-based to spot-based pricing models, if relevant.
Biofuels/Carbon: Ensure integrity by verifying the sustainability credentials and regulatory certifications linked to price assessments.
Experience: 15+ years in Risk Management, Middle Office, or Editorial Leadership within a PRA, Energy Major, or Commodity Trading firm.
Market Knowledge: Deep familiarity with at least two of the core sectors (e.g., Refined Products and Chemicals). Understanding of the "Carbon Stack" and Biofuel feedstocks is a significant advantage.
Regulatory Expertise: Expert knowledge of IOSCO Principles for Oil PRAs
Technical Acumen: Ability to work with large datasets and surveillance tools (SQL, Tableau, or proprietary trade-capture systems).
Leadership: Proven ability to manage diverse, global teams and influence senior stakeholders (Chief Editors/Head of Research).
