What will you do as a Technical Manager?

This position supports, governs and optimizes terminal operations by ensuring the material integrity of the terminal assets. The Technical Manager is responsible for implementing customer projects, expansion projects and capital needs projects in accordance with prescribed Company standards and within budget requirements; liaises with customers, authorities, consultants/contractors and the industry on technical and engineering matters; and ensures the highest level of safety, quality and efficiency is maintained.  Additionally, this position is responsible for the maintenance and reliability of the existing terminal assets though a corrective and preventative maintenance program.

What do we expect from you as a Technical Manager?
  • 10-15 years project management experience preferably in the development, design, construction, commissioning and maintenance of a terminal, refinery or petrochemical plant

  • Experience with the design and construction of docks for oil and chemical tankers not essential but preferred.

  • Experience in leading technical project and maintenance teams

  • 5+ years Terminal experience preferred

  • Well familiar with industry standards and guidelines used in the terminal industry such as API, ANSI, NFPA, ISGOTT, OCIMF, etc.

  • Well versed in SHE risk assessment methodologies such as QRA, EIA, Hazops, etc.

  • Experience creating, managing and adhering to a budget;

  • Demonstrated ability to manage multiple projects concurrently

  • Experience working in safety critical environment; strong understanding of health, safety, and environmental principles

  • Knowledge of Company SHE policies and procedures

  • Experience working with Federal, state and local environmental regulations including RCRA

  • Ability to translate technical plans into easy-to-understand terms and communicate such translations in clear terminology; experience working with government documents

  • Excellent computer skills including Microsoft Office suite, MS Project, various email and internet programs and applications; computer-based design experience preferred

  • Ability to travel regionally and internationally.

What does your day look like?

This position supports, governs and optimizes terminal operations in Plaquemine & St. Charles, LA by ensuring the material integrity of the terminal assets. The Technical Manager is responsible for implementing customer projects, expansion projects and capital needs projects in accordance with prescribed Company standards and within budget requirements; liaises with customers, authorities, consultants/contractors and the industry on technical and engineering matters; and ensures the highest level of safety, quality and efficiency is maintained.  Additionally, this position is responsible for the maintenance and reliability of the existing terminal assets though a corrective and preventative maintenance program.

Your Core Responsibilities:

Project Management
  • Develops capital needs proposals and budgets; implements strategies to achieve maximum asset reliability within the approved budgets.

  • Drives timely completion of projects; ensures consistency with market demand, sales department needs and fiscal restraints.

  • Coordinates all technical, engineering, and maintenance matters between the terminal, customer, authorities, consultants and contractors.

  • Ensures new terminal technology is evaluated and integrated into the facilities, as appropriate.

  • Manages the projects team (Project Engineers, Construction Managers) and maintenance team (Maintenance Engineer, Maintenance Supervisor); provides technical oversight; maximizes employee productivity.

  • Provides technical support and corporate governance to greenfield and brownfield capital construction and maintenance projects to meet the needs of terminal operating groups and are consistent with Company design and operating standards.

  • Oversees the design and construction of facility modifications, updates, and additions; ensures compliance with all SHEQ expectations on projects.

Maintenance & Reliability
  • Drives the maintenance and reliability programs to ensure compliance with Company and regulatory requirements

  • Develops and implements continuous improvement processes to improve terminal SHE, technology and operations.

  • Provide input to the short and long-term Maintenance Improvement (3YMP) plans and manage the site’s reliability program.

  • Ensures timely and accurate records are developed for new terminal equipment and maintained for existing terminal equipment.

  • Develops and implements cost savings and quality improvement projects.

Additional Duties
  • Develops technical audit plans and executes audits and reviews in accordance with the Company’s project and maintenance management requirements.

  • Develops engineering and maintenance staff through mentoring, training, goal setting, and education, as appropriate.

  • Stays current on all Federal, state, local and Company safety and environmental regulations and policies.

  • Trains regularly on all Federal, state and local environmental regulations, requirements and guidelines including, but not limited to, RCRA requirements; follows and adheres to all guidelines, regulations, and requirements.

  • Abides by all safety procedures and practices applicable to location and position; participates in appropriate safety training; demonstrates commitment to and support of SHE(Safety, Health and Environmental) principles and values; champions safety as necessary.

  • Performs other duties assigned by management that fall within the generally expected scope of this position.

Work Environment:

This position requires an employee to be in an office environment as well as exposed to outside elements. Most extreme elements are heat in the summer months of up to 100°+ and some exposure to cold of generally no less than 0° in the winter months. There will be exposure to various chemicals and compounds, including fumes and smells, some of them hazardous. The employee may work in elevated environments. Employee must be able to wear PPE required by the locations where they work. General office noise may be experienced and louder sounds and vibrations when outside. The noise level in the work environment is usually moderate. All environments are safe with appropriate PPE.

Physical Demands:

While performing the duties of this job, the employee is regularly required to walk, sit, speak, and hear. The employee is required to stand, use hands to handle or feel; reach with hands and arms; the employee may be required, on occasion, to climb or balance, stoop, kneel, or crouch. The employee may be required to climb ladders/storage tanks up to 50’ in height. The employee may occasionally lift and/or move up to fifty (50) pounds. Specific vision abilities required by this job include close vision, peripheral vision, depth perception and ability to adjust focus. Employee may be required to travel by air, rail, bus, or car.
