Savan Group is seeking highly experienced Project Specialists II to provide advanced technical assistance, specialized compliance support, and strategic capacity-building services to Tribal victim service programs. Project Specialists II will address complex organizational and programmatic challenges, guide implementation of best practices, and serve as senior subject matter experts supporting Tribal communities and victim service providers nationwide.
This position requires extensive experience working within AI/AN communities and the victim services field, along with the ability to independently lead high-impact technical assistance engagements. Project Specialists II will play a key role in developing innovative resources, training opportunities, and specialized assistance strategies that strengthen services for crime victims across Tribal communities.
Role Responsibilities:
  • Lead complex compliance assistance and capacity-building engagements.
  • Develop strategic recommendations addressing organizational, operational, and programmatic challenges.
  • Facilitate advanced technical assistance related to victim services and federal grant compliance.
  • Design and deliver webinars, workshops, peer exchanges, and specialized training programs.
  • Develop tools, templates, fact sheets, policies, procedures, and resource materials.
  • Support Tribal organizations in strategic planning, sustainability planning, and program development.
  • Provide guidance on trauma-informed, victim-centered, and culturally responsive service delivery.
  • Serve as a senior subject matter expert during consultations and technical assistance engagements.
  • Evaluate program challenges and recommend innovative approaches to improve outcomes.
  • Mentor and support junior staff and Project Specialists.
  • Lead development of technical reports, case studies, and lessons learned documentation.
  • Support program evaluation, outcome measurement, and continuous improvement efforts.
  • Participate in stakeholder meetings, conferences, and site visits.
  • Assist with annual work planning and strategic initiative development.
Qualifications and Requirements:
  • Bachelor's degree
  • Minimum 8 years of experience working in AI/AN communities.
  • Minimum 8 years of experience within the victim services field.
  • Demonstrated expertise supporting victim service organizations, Tribal programs, or capacity-building initiatives.
  • Extensive experience providing technical assistance, consultation, training, or program development support.
  • Strong analytical, facilitation, writing, and stakeholder engagement skills.
  • Ability to independently lead complex projects and engagements.
  • Ability to travel to Tribal and Alaska Native communities as needed.
  • Ability to obtain and maintain any required government background investigation or clearance.
Preferred Qualifications:
  • Experience supporting Tribal victim advocacy programs, Tribal justice initiatives, child advocacy centers, domestic violence shelters, sexual assault response programs, MMIP initiatives, elder justice programs, or human trafficking services.
  • Experience supporting national technical assistance centers or federally funded training initiatives.
  • Experience with OVC, OVW, BJA, HHS, SAMHSA, CDC, or similar federal programs.
  • Experience developing training curricula and educational resources.
  • Experience conducting organizational assessments and strategic planning activities.
  • Knowledge of grant management, federal compliance, and program evaluation methodologies.

Work Location and Schedule: 
Remote/Hybrid, Washington, DC or Alaska 
*Periodic travel to Tribal and Alaska Native communities, conferences, trainings, site visits, and client locations may be required.

Compensation

The anticipated salary range for this position is $90K–$115K. This range represents Savan Group’s good faith estimate at the time of posting and is not a guarantee of compensation.
Final compensation will be determined based on factors including relevant experience, skills, education, certifications, internal equity, market conditions, and geographic location. For positions supporting federal contracts, compensation may also be subject to applicable labor category requirements, contract terms, funding, and other contract-specific provisions. As a result, actual compensation may vary from the posted salary range.
