Dexis seeks an Evaluation Analyst to support an anticipated project for the United States Trade and Development Agency (USTDA) Program Monitoring & Evaluation Office (M&E Office). The Evaluation Analyst will perform and manage evaluation reports of individual USTDA activities involving export promotion and/or foreign assistance programs to assess and report on the outcomes of USTDA-funded activities, providing individual evaluation reports for each, as well as one final annual evaluation report summarizing and aggregating the findings of the evaluation work and addressing theme(s) to be agreed between M&E Office and the Evaluation Analyst. This work will help the M&E Office gather evidence of the outcomes of USTDA’s programs, aiming to catalyze both accountability and learning.
This position can be performed remotely and is contingent upon award.
Responsibilities- Conduct and lead extensive data collection and monitoring and evaluation of projects focused on large-scale infrastructure development, development assistance or foreign assistance, export promotion, and/or promoting private sector involvement in infrastructure project development.
- Assess development and commercial outcomes of USTDA-funded projects.
- Apply rigorous evaluation methodologies to analyze project effectiveness.
- Conduct interviews, literature reviews, and field research to collect qualitative and quantitative data with project stakeholders such as grantees, US companies, USG agencies, financing institutions and USTDA personnel.
- Lead the analysis of qualitative and quantitative data.
- Draft comprehensive evaluation reports, including outcome summaries and strategic recommendations.
- Develop case studies and visual reporting outputs for stakeholders.
- Support performance monitoring processes and contribute to strategic planning.
- Collaborate with internal and external partners to align evaluation objectives and data requirements.
Qualifications
- Bachelor’s degree and three years of program evaluation work experience OR Master’s degree and two years of program evaluation work experience.
- At least two years conducting extensive data collection, monitoring, and evaluation of projects focused on large-scale infrastructure development, development assistance or foreign assistance, export promotion, and/or promoting private sector involvement in infrastructure project development.
- Demonstrated experience in preparing formal reports in English as part of evaluation, research, or technical work experience.
- Demonstrated regional experience in USTDA regions: Indo-Pacific; Latin America and the Caribbean; Middle East, North Africa, Europe and Eurasia; and Sub-Saharan Africa
- Demonstrated experience in the agency’s priority sectors, including transportation, energy, telecommunications, water, and natural resources sectors, manufacturing, agribusiness, and health sectors.
- Working professional proficiency in Mandarin is required.
- Must be authorized to work in the United States.
Preferred Qualifications
- Bachelor’s degree plus 6–8 years, or Master’s degree plus 4–6 years of experience in monitoring and evaluation or economic analysis.
