Position Summary: 

Responsible for modernizing and scaling mission-critical business applications which support business needs that are stable, secure, and cost-effective. Supports customer reach and engagement in the digital, call center, and legal channels. Drive innovation across front-end user experiences and core applications and services to support growth, compliance, and operational excellence.

This role is based in our global headquarters located in Norfolk, VA office (near Virginia Beach). This is a hybrid role in office three days per week.

 

Professional Experience, Qualifications and Education:

  • 10+ years in IT leadership roles, with significant experience in the financial services and /or the legal collections industry.
  • Must have prior technical expertise in Application Development, with deep experience with CRM-type applications, document management, digital customer experience and preferably modern contact center platforms.
  • Proven success in transforming legacy applications and systems and driving enterprise-level modernization initiatives.
  • Strong knowledge of front-end technologies, API integrations, and enterprise software architecture.
  • Demonstrated ability to lead in complex, fast-paced, and regulated environments.
  • Excellent communication and stakeholder management skills, with a strategic mindset and bias for action.
  • Bachelors Degree Information Technology/Computer Science required.

 

Key Responsibilities:

Strategic Technology Leadership:

  • Set the vision and roadmap for all core collections and legal recovery platforms.
  • Partner with business and operations leaders to align technology initiatives with organizational priorities.
  • Lead modernization efforts leveraging the Azure platform to ensure systems are scalable, resilient, and efficient.

Architecture & Development Oversight:

  • Guide the architectural evolution of the legal recovery technology stack, including integrations across QLaw, Genesys, and OnBase.
  • Cooperate with Enterprise Architecture and the global organization to leverage standardization and synergies.
  • Promote microservices, cloud adoption, and reusable frameworks where appropriate.

Transformation & Change Management:

  • Lead large-scale system upgrades, replacements, and process redesigns.
  • Drive change across teams and stakeholders, fostering a culture of innovation and accountability.

Team Leadership & Vendor Management:

  • Manage a cross-functional team of IT professionals, solution architects, and developers.
  • Collaborate with third-party vendors and service providers to optimize solution delivery and support.

Governance, Security & Compliance:

  • Ensure systems meet all legal, regulatory, and data privacy standards (FDCPA, TCPA, etc.).
  • Maintain robust change control, documentation, and security protocols across all platforms.

Leadership/Supervisory Responsibilities:

  • Attract, retain and develop a talented and diverse team.
  • Ensure necessary talent and succession plans are developed for longer term department objectives.
  • Create high performing teams by leveraging the “Objective and Key-results” (OKR) framework for organization-wide goal setting, performance management, and the annual operating planning to drive an effective department.
  • Create an engaged and motivated workforce, utilizing available tools (i.e. the employee engagement survey) to measure and determine the progress and success of the department.
  • Role model and advocate the PRA CARES values, building trust and respect across the department and organization.
  • Ensure the department effectively communicates and collaborates with all other appropriate departments and the global or organization.
