Emerging Tech is seeking a URAC Analyst to support the Department of Veterans Affairs (VA) Electronic Health Record Modernization (EHRM) program. This position is primarily remote but requires travel to VA Medical Centers nationwide to support deployment activities, user onboarding, and go-live events.
The URAC Analyst is responsible for supporting user provisioning, access management, onboarding, deployment coordination, and operational readiness for Oracle Health (Cerner) implementations. This role serves as a key liaison between technical teams, clinical stakeholders, deployment managers, and security personnel to ensure users receive appropriate system access while maintaining compliance with Identity and Access Management (IAM), Role-Based Access Control (RBAC), and healthcare security requirements.
The ideal candidate has experience supporting enterprise healthcare systems, user access management, healthcare IT operations, or EHR implementations within a federal healthcare environment.
Key Responsibilities- Coordinate user provisioning, onboarding, and account lifecycle activities for Oracle Health (Cerner) and other enterprise healthcare applications.
- Manage user access requests, role assignments, and account modifications in accordance with Role-Based Access Control (RBAC) principles.
- Support Identity and Access Management (IAM) processes, including account creation, access reviews, deprovisioning, and user authentication.
- Verify users have completed required onboarding and training before system access is granted.
- Coordinate with deployment managers, clinical teams, and site leadership to support implementation readiness and go-live activities.
- Troubleshoot user access issues and coordinate resolution with technical support teams.
- Monitor provisioning requests and ensure timely completion while maintaining established service level agreements.
- Maintain provisioning records, audit logs, documentation, and operational reports.
- Support compliance with VA security policies, HIPAA requirements, and access management standards.
- Participate in user access reviews, security audits, and compliance tracking activities.
- Assist with secure remote access processes, including Multi-Factor Authentication (MFA), VPN access, and authentication procedures.
- Collaborate with cross-functional teams to improve provisioning workflows and operational efficiency.
- Support deployment activities before, during, and after implementation events.
- Assist with process documentation, standard operating procedures, and continuous process improvement initiatives.
- Bachelor's degree in Information Technology, Healthcare Informatics, Health Information Management, Computer Science, or a related field (or equivalent experience).
- 4+ years of experience supporting healthcare IT systems, enterprise applications, identity and access management (IAM), user provisioning, EHR operations, or healthcare technology implementations.
- Experience with user provisioning, access management, account administration, or identity lifecycle management.
- Working knowledge of Identity and Access Management (IAM) principles.
- Experience administering or supporting Role-Based Access Control (RBAC).
- Understanding of authentication methods, including Multi-Factor Authentication (MFA).
- Experience supporting secure remote access technologies such as VPNs or enterprise access solutions.
- Experience maintaining audit documentation, access records, and compliance reporting.
- Strong organizational, analytical, communication, and stakeholder coordination skills.
- Ability to manage multiple priorities in a fast-paced, collaborative environment.
- Ability to obtain and maintain a Public Trust clearance.
- Ability and willingness to travel to VA Medical Centers nationwide as needed to support deployments, onboarding activities, and go-live events.
- Experience supporting Oracle Health (Cerner Millennium) or VA Electronic Health Record Modernization (EHRM) initiatives.
- Experience supporting the Department of Veterans Affairs (VA), Department of Defense (DoD), Defense Health Agency (DHA), or other federal healthcare organizations.
- Experience supporting enterprise healthcare system deployments or implementation projects.
- Experience with Active Directory, Microsoft Entra ID (Azure AD), or identity governance platforms.
- Experience using ServiceNow, Jira, or similar ticketing systems.
- Knowledge of HIPAA, NIST, and federal cybersecurity best practices.
