Overview

Inabia is seeking an experienced UAT Technical Program Manager specializing in fraud prevention, policy implementation, risk controls, and operational readiness to support our global marketplace and e-commerce programs. This role leads User Acceptance Testing and cross-functional delivery efforts for fraud and abuse prevention capabilities. The ideal candidate can identify fraud risks, translate them into technical and operational requirements, validate controls through UAT, and assess whether systems and processes are ready for launch.

Responsibilities

  • Lead User Acceptance Testing for fraud, abuse-prevention, and policy-control capabilities
  • Develop test strategies, test scenarios, test cases, acceptance criteria, expected results, and exit criteria
  • Coordinate test-data requirements and confirm that test environments are ready before testing begins
  • Validate that fraud controls trigger correct system actions, notifications, operational workflows, escalations, and downstream reporting
  • Manage defect identification, documentation, prioritization, triage, remediation, retesting, and closure
  • Maintain UAT evidence, test results, issue logs, decision records, and launch-readiness documentation
  • Evaluate UAT results and make evidence-based launch recommendations
  • Analyze fraud and abuse risks associated with new markets, countries, products, and e-commerce capabilities
  • Evaluate customer journeys, payment signals, account activity, seller or partner workflows, enforcement processes, and escalation paths
  • Identify control gaps, policy gaps, operational dependencies, and emerging fraud patterns
  • Determine whether existing controls are sufficient or require market-specific changes
  • Translate fraud and abuse risks into product requirements, control designs, workflows, policies, and monitoring requirements
  • Document fraud hypotheses, control decisions, accepted risks, unresolved blockers, and post-launch monitoring needs
  • Manage fraud and policy capabilities from requirements definition through testing, launch, and post-launch monitoring
  • Develop business requirements, product requirements, user stories, acceptance criteria, test plans, launch documents, and executive updates
  • Partner with Engineering teams to clarify requirements, manage dependencies, prioritize work, and resolve delivery issues
  • Balance fraud prevention, customer experience, operational scalability, compliance requirements, and delivery timelines
  • Track program milestones, risks, dependencies, decisions, defects, and launch gates
  • Provide clear status updates and risk summaries to technical teams, business stakeholders, and senior leaders
  • Develop and maintain launch-readiness checklists, standard operating procedures, runbooks, escalation paths, training materials, dashboards, and support plans
  • Define readiness requirements for fraud intake, investigation, decisioning, enforcement, escalation, appeals, remediation, and monitoring
  • Conduct readiness reviews and identify risks or blockers before launch
  • Coordinate go/no-go criteria and launch decisions across technical and business teams
  • Establish post-launch monitoring for control performance, customer impact, false positives, operational volume, defects, and new abuse patterns
  • Confirm that Operations and Customer Service teams have clear ownership, procedures, and service expectations
  • Support development and governance of customer notifications related to fraud and abuse actions
  • Define requirements for customer messaging, reason codes, localization, escalation instructions, and appeal or remediation guidance
  • Coordinate notification reviews with Policy, Legal, Operations, Product, and Customer Service teams
  • Maintain approval workflows, version control, and change-management records for notification templates
  • Coordinate work across Product, Engineering, Risk, Policy, Operations, Payments, Customer Service, Analytics, Legal, Finance, Accounting, Tax, and Compliance teams
  • Drive decisions and accountability across teams without direct reporting authority
  • Escalate risks, unresolved dependencies, and launch blockers early and clearly
  • Communicate complex technical and operational issues to senior leaders in a clear and concise manner

Key Qualifications

  • Bachelor's degree or equivalent relevant professional experience
  • Five or more years of experience in technical program management, technical product management, UAT management, business analysis, technology, risk, or a related field
  • Experience planning and leading UAT for technical products, platforms, workflows, or control systems
  • Experience creating test scenarios, acceptance criteria, test plans, defect logs, and exit criteria
  • Experience working directly with Engineering or technical teams to define, test, and launch technical capabilities
  • Experience managing product or program requirements, dependencies, risks, prioritization, and launch execution
  • Experience using data and metrics to evaluate results and support recommendations
  • Demonstrated ability to influence cross-functional teams without direct reporting authority
  • Strong written and verbal communication skills with the ability to address both technical and executive audiences
  • Ability to work onsite five days per week in Redmond, Washington
  • Must be authorized to work in the United States and able to engage as a W-2 employee of Inabia

  • Experience supporting marketplace, e-commerce, global expansion, country-launch, or regulated-product programs
  • Experience with control validation, defect triage, launch readiness, and operational readiness workflows
  • Experience with risk-decisioning systems, rules engines, trust scoring, case-management platforms, enforcement workflows, or investigation tools
  • Experience evaluating false positives, false negatives, control effectiveness, defects, and post-launch performance
  • Experience using SQL, Tableau, QuickSight, Excel, or comparable reporting and analytics tools
  • Experience developing business requirements, product requirements, executive narratives, standard operating procedures, runbooks, and launch documentation
  • Strong judgment when balancing risk reduction, customer experience, compliance, operational capacity, and business impact
