Position Summary:

Inadev is seeking an experienced Transition Technical Lead to lead all technical aspects of the transition-in and transition-out activities for the Legacy program. The Transition Technical Lead will be responsible for assessing the existing technical environment, overseeing knowledge transfer, evaluating system architectures and dependencies, validating operational readiness, and ensuring a seamless transition of systems, environments, tools, infrastructure, and support processes with minimal risk to operations.

Working closely with the Program Manager, Transition Manager, Operations Manager, ISS Help Desk, infrastructure teams, developers, cybersecurity personnel, and stakeholders, this individual will serve as the principal technical authority throughout the transition period.

Key Responsibilities:

  

Technical Transition Leadership

  • Lead all technical transition planning, coordination, and execution activities.
  • Develop and maintain the Technical Transition Plan and transition schedule.
  • Establish technical readiness criteria, milestones, and acceptance checkpoints.
  • Provide technical leadership across infrastructure, applications, databases, interfaces, and operational support functions.
  • Serve as the primary technical liaison with stakeholders and incumbent technical teams.

Environment & Infrastructure Assessment

  • Evaluate existing Legacy production, test, development, and disaster recovery environments.
  • Assess system architectures, hosting environments, network configurations, integrations, and dependencies.
  • Validate infrastructure inventories, configuration baselines, and operational procedures.
  • Identify technical risks, gaps, and operational vulnerabilities.

Knowledge Transfer & Documentation

  • Lead technical knowledge transfer sessions with incumbent personnel.
  • Review and validate system documentation, architecture diagrams, SOPs, runbooks, and operational procedures.
  • Ensure critical institutional knowledge is captured and transferred to incoming technical staff.
  • Establish technical knowledge repositories and transition artifacts.

Operational Readiness

  • Verify monitoring, alerting, logging, and incident management capabilities.
  • Assess support workflows, escalation procedures, and operational processes.
  • Validate backup, recovery, and continuity of operations capabilities.
  • Support operational readiness reviews and technical rehearsals.

Technical Risk Management

  • Identify technical risks, dependencies, constraints, and transition challenges.
  • Develop mitigation and contingency plans.
  • Maintain technical risk and issue logs.
  • Escalate critical technical concerns to program leadership and stakeholders.

Security & Compliance

  • Coordinate with cybersecurity teams to ensure continuity of security operations.
  • Validate access management procedures, account provisioning, and security controls.
  • Support compliance with security policies and federal regulatory requirements.
  • Participate in system security reviews and transition-related audits.

Operations & Support Integration

  • Coordinate transition activities across DevSecOps, system administration, database administration, networking, and help desk teams.
  • Ensure support processes, ticketing systems, monitoring tools, and reporting mechanisms are operational.
  • Facilitate establishment of steady-state support capabilities.
  • Validate production support and incident response readiness.

Reporting & Governance

  • Present technical transition status, risks, and readiness assessments to program leadership.
  • Develop technical dashboards, metrics, and executive reports.
  • Support weekly and monthly transition governance meetings.
  • Track technical transition deliverables and acceptance criteria.

Requirements

Non-Technical Requirements:

- Must be a U.S. Citizen.

- Must be willing to work a HYRBID Schedule (2-3 Days) in Reston, VA & client locations in the Washington D.C. area as required.

- Ability to pass a 7-year background check and obtain/maintain a U.S. Government Clearance

- Strong communication and presentation skills.

- Must be able to prioritize and self-start.

- Must be adaptable/flexible as priorities shift.

Required Qualifications:

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related technical discipline.
  • Minimum 10 years of experience supporting complex federal IT systems.
  • Minimum 5 years of experience serving in a Technical Lead, Solution Architect, Infrastructure Lead, or Chief Engineer role.
  • Demonstrated experience leading technical transition efforts for large-scale federal contracts.
  • Experience supporting production operations, maintenance, and modernization programs.
  • Strong understanding of enterprise architectures, infrastructure operations, application support, and systems integration.
  • Experience managing technical risks, dependencies, and operational readiness activities.

Preferred Qualifications:

  • Experience supporting systems or financial regulatory platforms.
  • Experience transitioning mission-critical government systems.
  • Knowledge of cloud platforms, DevSecOps practices, CI/CD pipelines, and automated deployment processes.
  • Familiarity with ServiceNow, Jira, Azure DevOps, Splunk, Dynatrace, AppDynamics, or similar operational tools.
  • AWS, Azure, Security+, CISSP, ITIL, or related certifications.
  • Experience supporting FISMA, NIST, and federal cybersecurity requirements.
