Overview:

The Training Manager is responsible for planning, organizing, integrating, and supervising the instructional delivery of the six-week vendor-delivered tactical program in support of HNP recruit training. This position oversees curriculum execution, instructor tasking, training quality control, student assessment, and alignment of vendor-delivered modules with the broader ENP/HNP training sequence. The Training Manager reports to the Project Director and serves as the senior leader for day-to-day instructional planning, delivery, coordination, and performance management across all classroom, range, and field training activities. 

Primary Responsibilities:

• Lead detailed training planning and execution for classroom, range, and field components of the program. 
• Review, refine, and adapt lesson plans, programs of instruction, practical exercises, and training schedules to meet contract requirements and host-nation needs. 
• Supervise senior tactical instructors, tactical instructors, language assistants, and other training support personnel. 
• Coordinate sequencing of vendor-delivered weeks 9-14 modules with HNP-led weeks 1--8 and other related training activities. 
• Establish daily and weekly training schedules, instructor assignments, student rotations, and contingency adjustments. Publish and manage the Monday through Saturday training schedule, daily formations or accountability requirements, substitution plans, and coordination of required rest periods. 
• Ensure training delivery incorporates applicable human-rights, ROE, safeguarding, first-aid, and safety requirements. 
• Monitor instructor performance, training effectiveness, and student progress, and implement corrective actions as needed. 
• Oversee student testing, evaluations, qualification events, practical exercises, and after-action reviews. 
• Coordinate with the Range Conducting Officer, Security Manager, and administrative staff to ensure training support, range access, facilities readiness, and movement planning are synchronized. 
• Work with HNP and ENP leadership to support co-instruction, train-the-trainer integration, and host-nation participation. 
• Maintain training records, attendance logs, assessment documentation, and other required course files. Ensure timely completion and submission of instructor timesheets or invoices, daily activity records, student-performance inputs, after-action documentation, and other required training deliverables. 
• Prepare routine reports and updates related to training implementation, issues, and outcomes. 
• Ensure language assistants are assigned and employed in support of classroom instruction, range events, field exercises, and training performance requirements, while coordinating administrative matters through designated support staff as applicable. 
• Enforce punctual attendance, daily accountability, training discipline, and compliance with company security rules, movement restrictions, safety procedures, safeguarding standards, and immediate incident-reporting requirements during all assigned training activities. 
• Perform all other duties as assigned, consistent with contract scope, safety requirements, and the qualifications of the position. 

Supervisory Responsibilities: 

Education and/or Experience:

• Bachelor's degree preferred in criminal justice, education, military science, security studies, or a related field. 
• Minimum of 8 years of relevant experience in law-enforcement, military, or security training management. 
• Experience developing and delivering tactical, firearms, urban operations, or recruit training programs required. 
• Experience managing instructors and coordinating multi-week training programs preferred. 
• Overseas training program experience strongly preferred. 

Knowledge, Skills, and Abilities:

• Strong understanding of curriculum development, training management, and adult learning principles. 
• Ability to supervise multiple instructors and maintain training quality across parallel activities. 
• Knowledge of tactical training safety, student evaluation methods, and practical exercise design. 
• Strong written and verbal communication skills. 
• Ability to adapt training content and schedules to changing operational or host-nation requirements. 
• Proficiency with Microsoft Office products and training records management. 
• Ability to coordinate training operations across classroom, range, and field environments while maintaining accountability, documentation standards, instructional quality control, and schedule discipline. 

Certificates, Licenses, Registrations: 

• Valid driver's license required. 
• Relevant instructor, firearms, tactical, or training management certifications preferred.

While performing the duties of this job, the employee is frequently required to stand, walk, kneel, crouch, lift, and carry training equipment while demonstrating or supervising medical interventions. The employee must be able to move casualties using drags and carries as part of demonstrations and training scenarios and may be required to lift or move up to 50 pounds. The position requires the ability to wear body armor and other protective equipment and to work in outdoor environments for extended periods. 

Work Environment:

Work is performed in classrooms, offices, firing ranges, outdoor training sites, and high-threat overseas locations. The position involves frequent exposure to live-fire and scenario-based training environments, outdoor weather conditions, uneven terrain, and operational schedules driven by mission requirements. The anticipated work schedule is Monday through Saturday, based on the approved training and operational calendar. Daily hours may vary according to classroom, range, field-training, movement, security, and client requirements. The position may require early-morning, evening, Sunday, holiday, extended, or irregular hours with reasonable notice when operationally feasible.
