This position plays a critical role in strengthening AECOM’s relationships with municipal clients throughout Texas. The Municipal Lead will serve as a trusted advisor to public-sector partners, presenting complex technical solutions, guiding safety and mobility strategies, and ensuring regulatory compliance. In addition to delivery responsibilities, this role contributes to business growth by supporting proposal development, preparing scopes and fee estimates, and helping position AECOM for continued success in municipal transportation programs. The ideal candidate combines strong technical expertise, sound engineering judgment, and established municipal relationships.

- Perform quality control reviews of plans, specifications, and technical deliverables; approve and sign off on engineering work as required.
- Develop and manage project scopes, schedules, budgets, and resource plans throughout the full project lifecycle.
- Prepare technical scopes of work, fee proposals, and engineering cost estimates.
- Support business development efforts, including pursuit strategy, client relationship management, and municipal account growth.
- Coordinate with MPOs, transit agencies, regional planning organizations, and other public-sector stakeholders.
- Mentor junior staff and provide technical guidance to traffic engineering teams.
- Ensure compliance with applicable federal, state, and local transportation standards and safety regulations.
Minimum Requirements
- Bachelor’s degree in Civil Engineering or related field, plus 8 years of relevant traffic engineering experience, or demonstrated equivalency of education and experience.

- Direct experience working with municipal agencies, including city and county transportation departments.
- Professional Engineer (PE) license in the state of Texas, or ability to obtain within six months of hire.

- Demonstrated success in business development, municipal client relationship management, and pursuit of transportation projects.
- Proficiency with traffic engineering and modeling software such as MicroStation, SignCAD, Synchro, SimTraffic, VISSIM, HCS, or similar tools.
- Experience with active transportation planning and design, safety analysis, and highway-rail grade crossing projects.
- Experience managing engineering design and/or planning projects from concept through construction support.
- Experience developing municipal business development strategies and preparing scopes, budgets, and proposals.
- Active participation in professional engineering organizations.
- Strong written and verbal communication skills, with demonstrated client-facing experience.
