We are looking for a Trade Compliance Manager to join our team. Reporting to the Manufacturing Operations Director, this individual will be responsible for overseeing and ensuring compliance with regional import/export regulations for our AI server products.
The Team
The role will be as part of the Supply Chain team at Graphcore. This team is part of the Operations group and has members in Bristol and Taiwan. The team is responsible for developing and maintaining a robust manufacturing subcontract supply chain for Graphcore.
Responsibilities and Duties
Regulatory Oversight
- Oversee global AI server and electronic component shipments to comply with regional import/export rules.
- Monitor, interpret, and communicate changes in global trade regulations to relevant stakeholders, assessing potential business impacts and solving the issues.
Product Classification and Licensing
- Establish and maintain a robust product classification system (ECCN/HS codes) for AI-related hardware and electronic components.
- Ensure accurate export licensing and documentation for all products.
Policy Development and Training
- Develop, update, and enforce internal trade compliance policies and procedures.
- Provide regulatory guidance to cross-functional teams and conduct regular compliance training, emphasizing AI technology export controls.
External Relations
- Serve as the primary liaison with government agencies, customs authorities, third-party logistics providers, and external consultants on trade compliance matters.
- Compliance Review and Risk Management
- Oversee trade compliance review processes
- Ensure business partners and counterparties are not on restricted or denied parties lists and conduct enhanced evaluations for high-risk transactions.
Candidate Profile
Essential:
- BA in Logistics or a related business field, or equivalent experience
- Experience in international trade compliance.
- In-depth knowledge of export control regulations, including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and EU regulations.
- Experience using the SPIRE system.
- Knowledge of the export license application process (SIEL + OGEL) and denied party screening.
- End-user knowledge.
- Strong understanding of customs regulations and procedures, and knowledge of tangible transfers.
Desirable:
- Strong interpersonal and communication skills.
- Excellent analytical, problem-solving, and decision-making skills.
