Position:           Title 31 Compliance Officer

Department:      Finance


Job Summary:             

Assists with ensuring adherence to all regulatory, departmental, and Gaming Enterprise (GED) policies and procedures, including tribal internal control standards (TICS), minimum internal control standards (MICS), and Internal Revenue Service (IRS) regulations.

 

Duties and Responsibilities (specific areas of responsibility include but are not limited to):

  • Assists in the development of internal control systems and policies and procedures for the GED.
  • Investigates problems regarding suspicious activities and makes recommendations to the Title 31 Committee.
  • Reviews, monitors, and ensures compliance with applicable gaming and IRS regulations.
  • Conducts audits to assess adherence to TICS, MICS, and IRS regulations.
  • Analyzes audit results, recommends, and/or implements changes, as directed or applicable.
  • Implements changes to policies, procedures, and regulations regarding Title 31.
  • Compiles and assists in the filing of all taxable gaming proceeds.
  • Prepares audit reports of findings and recommendations for improvement, as necessary.
  • Prepares and finalizes GED’s “guest” annual gaming reports.
  • Assists with the preparation of regularly scheduled reports related to GED compliance with gaming and IRS regulations.
  • Assists internal and external auditors as well as representatives of the Tribal Government and Gaming Office, as needed.
  • Conducts training in compliance subject areas such as Title 31.
  • Maintains communication with GED staff, and in particular, his/her supervisor and the Tribal Gaming Office.
  • Completes all Suspicious Activity Reports and Currency Transaction Reports.
  • Reviews all Multiple Transaction Logs and W2G’s for completeness.
  • Collaborates with IT personnel in the monitoring and accountability of all KeyWatch system processes.
  • Performs other job-related duties as assigned.

 

Essential functions of the position: 

  • Must be able to lift, carry, and transport materials and/or equipment on a frequent basis up to 10 pounds.
  • Must be able to sit, walk, or stand for extended periods of time.
  • Must be able to reach, pull, kneel, squat, twist, and bend for duties.
  • Must be able to read, write, and effectively communicate with all guests and team members in a positive and professional manner.
  • Must be able to follow both verbal and written directions.
  • Must be able to travel to other CDS properties, or any other events necessary for this specific role.

 

Knowledge, Skills, and Abilities:

  • Working knowledge of the State gaming compact as well as applicable gaming laws, regulations, policies, and procedures.
  • Working knowledge of all GED games.
  • Knowledge of general accounting theories and auditing practices.
  • Computer proficiency with Microsoft Office Suite software, especially word processing and spreadsheet applications.
  • Excellent analytical, organizational, planning, and time management skills.
  • Excellent written and oral communication skills as well as ability to effectively present information to management staff, team members, and external constituents.
  • Excellent interpersonal skills.
  • Ability to produce reports that are organized, clear, and logical.
  • Ability to effectively present information in one-on-one or small group sessions.
  • Ability to establish and maintain effective working relationships with internal and external constituents.
  • Ability to work effectively in a fast-paced, change-oriented work environment.

 

Minimum Qualifications:

  • High school or General Educational Development diploma AND five (5) years progressively responsible audit and compliance related experience, including one (1) year in a directly related position in tribal gaming.
  • Demonstrated track record of reliability, responsiveness, and initiative.
  • Must be able to work any shift, weekends, holidays, and special events, as needed.
  • Must be able to successfully pass a pre-employment drug/alcohol screening in accordance with company policy.
  • Must have employment eligibility in the U.S.
  • Must be able to obtain, and retain a valid gaming license/background check.

 

Preferred Qualifications:

  • Bachelor’s degree from an accredited university.

Skills Required

  • High school diploma or GED and five years progressively responsible audit and compliance experience, including one year in tribal gaming

  • Working knowledge of all GED games
