The Leidos Digital Modernization Sector currently has an opening for a telework Technical Writer position. This is an exciting opportunity to use your technical writing skills to help the Civilian Personnel Portfolio (CPP) and Defense Civilian Personnel Data System (DCPDS) programs which supports large HR data systems for our customer, the Defense Manpower Data Center (DMDC).
We are looking for an experienced writer to work closely with customers, technical teams, subject matter experts, and senior leadership to create and maintain a broad range of technical documentation and contractual deliverables for several HR software applications. Some applications already have existing documentation. Others need brand new documentation from scratch. Examples include user guides, technical and functional specifications, test plans, release notes, engineering processes, program status, etc. The successful candidate will be able to work under a short schedule to produce “delivery ready” documents. These documents will ensure users understand how to use our software, teams understand how applications are maintained, and leaders understand the overall status of related team projects.
Primary Responsibilities
Create and update system documentation for the CPP and DCPDS programs.
Receive project documentation in draft form from Engineering, Software, Operations, Cybersecurity and/or Testing departments.
Perform comprehensive review of technical content and format to ensure compliance with CPP and DCPDS documentation standards.
Review existing documentation, processes, and other CPP and DCPDS materials.
Provide and/or develop documentation template examples to assist with format and content structure.
Obtain review/coordination from technical staff, management, and government stakeholders.
Determine when review/coordination is complete to prepare final document for delivery, typically by email transmittal with appropriate note summarizing the delivery.
Take ownership over recurring deliverables and ensure preparation, updates, and reviews are accomplished with sufficient lead time to provide a quality product that is delivered on time to the Government.
Capture all accountable deliverables via a structured archive process.
Assist staff and Government by researching and locating archived data and providing it to the requestor.
Lead efforts to identify and implement efficiencies related to program deliverables, training materials, and communications
Mentor junior writers and provide guidance on documentation best practices
Basic Qualifications
Bachelor’s degree with 6+ years of related work experience or Master’s with 4+ years of experience.
U.S. Citizenship required with the ability to obtain a Public Trust Clearance.
Strong command of the English language.
Strong written and oral communication skills.
Strong organizational and analytical skills.
Experience writing and structuring technical and functional specifications, user guides, system architecture docs, and the like for a developer, government, and/or user audience.
Knack for interviewing subject matter experts to understand and document complex topics and systems.
Ability to effectively communicate and collaborate with a broad group of people, including software developers, project managers, business stakeholders, and third-party partners.
Passion for quality, design, and user experience.
Expertise with Microsoft Office Suite, i.e., Outlook, Word, PowerPoint, and Excel.
Experience with Adobe Professional, MS Visio, MS Project, and MS SharePoint.
Understanding of software development lifecycle (SDLC) and Agile methodologies
Experience with Agile development tools, OCI systems, AI, and other emerging technologies
Willingness to assist other technical staff with tasks and assignments.
Possess a team attitude to support communication with colleagues across multiple areas (project managers, other technical resources, etc.).
Preferred Qualifications
Ability to understand technical solutions sufficiently to convey clear documentation content to the Government in a broad range of contract deliverables
Capable of working independently on larger, moderately complex projects/assignments
Worked within a DOD environment using DOD-provided document templates
Previous experience documenting software applications
Previous experience working with DMDC or DOD stakeholders
Knowledge of DOD HR business processes
Knowledge of programming languages
